全球氣候變遷下,國內外城市積極推動永續城市發展、低碳城市發展等,我國民國99年至民國100年間辦理「低碳示範城市競逐遴選」,期透過4個縣市擴展至相鄰之縣市發展成為低碳生活圈,打造台灣成為低碳都市發展型態。是以本研究嘗試借鏡國外案例策略推動結果,並彙整歸納低碳城市策略大致可分類五個面向:「再生能源」、「低碳建築」、「環境綠化」、「資源循環」、「綠色運輸」,本研究乃依循五大面向低碳策略效益,分別針對一般土地使用規劃與低碳土地使用規劃進行減碳效益評估,並以高雄新市鎮為驗證地區,期提出具效益性之減碳策略。
經由驗證分析結果,台灣在推動低碳策略中「低碳建築」為最具有減碳潛力,其次為發展「再生能源」「資源循環」、「綠色運輸」,而在探討一般土地使用規劃以及低碳土地使用規劃下,低碳土地使用規劃發展能具有每人每年5.48公噸減碳潛力,而一般土地使用規劃則2.95公噸減碳潛力,然根據IEA統計台灣人均碳排為10.89公噸,顯示在一般土地使用規劃下發展低碳策略效益仍有限,而未來低碳土地使用規劃為未來都市發展應努力的目標。此外,本研究發現過去在環境綠化多著重於植被減碳效果,忽略土壤固碳效益。然事實上留設一定比例的空地除了提供環境綠化之外,土壤更具有相當的減碳效益,且其效益更與植被固碳效益不相上下。
Under global climate change, sustainable urban development and low carbon city have been proposed actively in overseas and domestic cities. In Taiwan, the election of low carbon demonstrative cities has been proposed since 2010 to 2011, and the purpose is to build up low carbon living circle to neighborhood cities. This study attempts referred to foreign low carbon city promotion experiences, and the overall low carbon strategies can be classified into 5 aspects: renewable energy, low carbon buildings, green environment, resource recycling, and green transportation. According to the low carbon strategies benefit in 5 aspects, we will appraise carbon mitigation effect in both traditional land use planning and low carbon land use planning in Kaohsiung New Town to propose beneficial carbon mitigation strategies.
In terms of the result, low carbon building appears the highest potential of carbon mitigation among the others, the next are renewable energy, resource recycling and green transportation. As for the comparison of carbon mitigation amount between traditional and low carbon land use planning, 5.48 ton/yr in low carbon land use planning is higher than 2.95 ton/yr in the traditional one. However, IEA statistics indicated that average carbon emission in Taiwan is 10.89 ton/yr. Low carbon land use planning should be promoted constructively in order to achieve sufficient carbon mitigation amount. Besides, previous studies focused carbon mitigation effect in vegetation but overlooked carbon sequestration effect in soil. In fact, appropriate open space not only offer greenery growing area but considerable carbon mitigation effect.
