現今國內營造業是一個高競爭且高風險的產業,就一個專業的營造廠而言,就必須要能經由競標過程持續取得有足夠利潤之工程,否則公司將難以維持存活;近幾年國內公共工程因應低價搶標所導致工程品質降低及工程紛爭屢見不鮮,為使工程發包之界面減少、成本降低、工期縮短、確保品質、增進效率及鼓勵研發等,統包模式已是未來必走的發包趨勢,而最有利標又被認為是最理想的一種決標方式,且適時導入價值工程創造出較高的利潤,在業主與統包商雙贏前提之下,參與統包工程之競標逐漸為營造廠所重視。
營造廠業務的主要來源多數是參與工程競標而取得,因此競標則為營建工程生命週期環節之第一步,由於營造廠參與競標過程的時間甚為短促,因此評估工程風險局勢及競標決策隱含著極大的風險,因此能有效讓營造業之決策者能迅速且準確地評估競標情勢及做出競標策略的模型是相當重要的。
傳統的競標理論模型是以取得工程個案為要件,主要探討個案的得標機率與出標價格問題,並以出標價格與得標機率高低訂出期望利潤值,作為投標的參考。但是在目前競爭激烈且風險極高的營造市場,營造廠必須從整體性的觀點作決策性的競標。整合性競標策略模型以傳統競標理論為基礎,加入以投標組合降低風險的概念,並以財務管理的客觀經濟分析與主觀的效用評估,分析最佳的投標價格,並反應出參與何者工程之競標對公司營運是最佳選擇。本研究則將整合性競標策略模型應用於建築統包工程為標的,利用電腦程式快速運算及評估出營造廠參與建築統包工程所需之合理利潤費用及回饋費用,以期獲得到工程標案且有較佳之毛利潤率。
本研究將先回顧國內相關文獻及研究成果,繼而討論整合性競標策略模型之理論基礎及其架構內容,進而針對建築統包工程進行標案評估及成本估算,並利用電腦程式於某營造廠之在建工程及擬參與競標工程個案進行分析與研究,最後再提出結論及建議。
The building industry is a high competition and risky industry now. As regards a specialized construction firm, if it can make the project with enough profit continuously via the competitive bidding course , the company will be difficult to keep surviving. The public construction should is it mark project quality reduce and dispute of common occurrence in recent years. Project caused to vie for at a low price, reduced , time limit for a project shortens, guarantees quality, promotes efficiency and encourages researching and developing etc for interface reducing.The turnkey is trend purchased. And the ones that must leave in the future already while wrapping up the way in interconnected system have sent the trend of the bag. It is marked and the most favorable but considered to be the most ideal way of kind of award of bid again. And channel into the value project and create the higher profit in good time. Under the owner and win-win prerequisite of wrapping up trader of interconnected system. The competitive bidding participating in the turnkey and wrapping up the project is paid attention to by construction firm gradually.
Participate in the competitive bidding of the project and obtain in most main sources of the business of construction firm. In order to build the first step in the link of project life cycle competitive bidding. The time that the construction firm participates in the competitive bidding course is very very brief. So it implies the great risk to assess the project risk situation and competitive bidding and make policy. The model that can enable the policymaker of the building industry to assess the competitive bidding situation and make the competitive bidding strategy rapidly and accurately effectively is quite important.
Traditionally, bidding theory model its fact is mainly winning the project, investigation the bidding probabilities of the bidding price and to consider ,their expected profit value as the reference for bidding. But now the construction market is more competitive than before. So contractors must integrated their viewpoint for strategic bidding. The Integrated Bidding Strategy Model (IBSM ) based on traditional bidding theories with the concept of difference bidding combinations to low down the level of the risk. And also objectively use the economic analysis of financial management and subjectively evaluate the utility function to analysis the best of the bidding price. And to find out which one is the best choice for the contractor. The study make project the target who IBSM tactics model apply turnkey construction. To make operation and assess out the construction firm to participate in the interconnected system of the building and charter the rational profit expenses that the project needs and feedback the expenses fast applied to the computer procedure. Expect to be got the project marking case and had better gross profit rates.
This study will review domestic relevant documents and research results first , then discuss IBSM of competitive bidding and structure content , and then charter the project and estimate marking case assessment and cost to the turnkey construction. Utilize the computer procedure in the construction in process of one construction firm and plan to participate in the project case of competitive bidding to analyse and study. Propose the conclusion and suggestion afterwards.
