  • 本文將潮位與衛星資料同時進行線性迴歸、快速傅立葉轉換及總體經驗模態法等三種方法分析,以獲取台灣附近海域當前之海平面上升趨勢,並使用倒傳遞類神經網路分析預測台灣2010年至2030年的海水位變化。潮位資料分析結果顯示台灣海域之海水位上升趨勢介於3.4至4.3 mm/yr,較全球趨勢1.8 mm/yr來得要高。使用1992年起的潮位資料分析之上升趨勢介於4.7至6.7 mm/yr,衛星資料分析結果為3.9至4.5 mm/yr,除了顯示出台灣1990年代後之上升趨勢較以往高,亦說明台灣潮位站因架設於岸邊,觀測時容易受到颱風暴潮、地殼變動、儀器變更等因素影響,故呈現出較高的上升趨勢。
    潮位資料使用類神經網路分析預測時其相關係數皆可達0.76以上,RMS平均為8.47 mm,預測台灣未來2010年至2030年之上升量平均介於4.9至10.9 cm。衛星資料使用類神經網路分析預測結果較差,其相關係數介於0.33至0.71間,RMS平均為8.3 mm,預測台灣未來2010年至2030年之上升量平均介於1.8至6.7 cm。其結果預測不佳是因衛星觀測的運行週期為10天,雖然能精準地觀測台灣海域之水位變化,但無法包含複雜的潮汐分朝,故學習結果不佳。
    根據本文之分析結果說明衛星資料在觀測台灣海域之水位變化時,不像潮位資料容易受到多種因素影響,因此在分析上較為精準且穩定。但衛星資料從1992年至2009年的資料長度僅17年,資料長度不比潮位資料。待未來衛星觀測之資料長度增加後,在評估海水位變化趨勢方面可望取代潮位資料,成為一有力且準確的觀測工具。

    Due to the influences of global warming and climate change, coastal floods will be more and more frequent over Taiwan areas. The frequency of occurrence and strength of typhoon would also change follow the impact of climate change. The sustainable development in Taiwanese coastal areas will be an important issue in future. The purpose of this study is to estimate the sea level rise and change from 2010 to 2030 by implementing tides and satellite data.
    The data used in this study consist of tides and satellite data which are more than 30 and 17 years respectively. Four methods, including the linear regression, the Fourier analysis, the ensemble EMD, and the back-propagation neural network (BPN), are practiced to examine the long-term sea-level data and estimate the possible sea level around Taiwan Island during 2010 to 2030. The tides data show an average trend larger than the reported global average rate by IPCC. These data also show larger sea level rise rates of 4.7 to 6.7 mm/yr than global values during the period from 1992–2009. Consistent with the tides data, satellite data show larger sea level rise rates of 3.9 to 4.5 mm/yr than global values during the same period. Furthermore, the BPN will be used in this investigation to predict the height of sea level rise during 2010 to 2030.
    According to the above results, both of the tides and satellite data confirmed that the sea level around Taiwan is increasing, and show that there are the higher sea level rise rates in the southern and eastern areas around Taiwan. Based on these methods the sea level change in the future can be estimated, and will pave the way for coping with climate change.
