台南市舊市區在長期發展下,呈現出多變的都市樣貌,豐富的歷史紋理,以及獨特的空間氛圍。然而,隨著大規模新市鎮的開發和私人交通工具的普及,舊市區蜿蜒窄小的街巷反而成為擁擠,塞車的象徵,加上現行台南市都市計畫將其劃定為「第一種商業區」,賦予320%容積率與80%建蔽率,使得歷史性都新區的發展,不易兼顧都市紋理的延續與居住環境品質的確保。
因此,本研究以台南市都心區,且為早期發展的歷史區域-赤崁文化園區內的大天后宮街廓為對象,以街道特色為建物量體管制條件,並依道路地塊的特色進行分類和檢討,探討建物量體管制條件對各類型地塊的影響。
研究結果顯示,由地塊類型分析所創造的建築量體管制準則,確實能同時滿足既有容積率與建蔽率的要求,延續既有都市紋理並提供合理的室內居住空間;而區內191筆被列管為畸零地的地塊,則可利用建議合併改建的方式達到要求。另外,針對以公寓為單元的改建型態,本研究以民族路「W2D-2A-RnSn(Rn)」型地塊為例進行改建模擬,亦能滿足上述對環境議題的要求。証明依此設定之量體管制準則,對法定容積使用的影響不大,確實能提供舊市區一套具功能性與彈性的改建可能,而改建後的實體空間,除了保障既有舊市區的空間紋理之外,亦可在後巷部分創造出3~7m的開放空間。希望能藉由此探討,提供未來在設定兼顧傳統街道特色與居住環境品質之歷史性都心區生活環境營造時一套新的思維邏輯。
Under the development in a long period, does the old center district of Tainan City display highly changeable urban landscape, abundant historical context, and unique spatial atmosphere. However, with the massive development of new town and the prevalence of private transportation, the crooked and narrow street sand lanes become the synonym of traffic jam. Besides, the current urban plan of Tainan City delimit this kind of block as “the first commercial area”, giving it FAR with 320% and coverage capacity with 80%. Therefore, comparing with the densely use in commercial area, the urban plan not only disables to guarantee the living quality in old center district, but also makes the crowd and occupation problem of public space become more serious.
For this reason, this research stands with the view of “Hierarchies of Enclosure” existing in the build environment to create a corresponding logic on physical space by setting the conditions of virtual space with the premise keeping current volume and coverage capacity. Then, we proceed the simulation of the volume control by classifying the 457 lots into 28 types, conforming each useful type to corresponding virtual conditions after setting the current hosing type as the prototype.
The simulation shows that the volume control criteria created by the type analysis of lots indeed satisfy the requirement of current volume and coverage capacity and sustain the urban context to provide reasonable indoor living space at the same time. On one hand, we suggest to merge and rebuild the buildings on the 191 lots listed as “malformed land” in the district to reach the objectives. On the other hand, the simulation that rebuild the lots of “W2D-2A-RnSn(Rn)” type such as Min-Tsu Road can also satisfy the requirement on environment issue. Therefore, it demonstrates that the volume control criteria provide a possibility to functionally and flexibly rebuild the old center district. The physical space after rebuilding not only guarantees the context of old center district, but also create an open space which extend from 3 to 7 meters at the back lanes. It means that the control on volume and forms of the buildings provide a practicable solution to solve the problem in old center district of Tainan City.
