  • 農村和偏遠地區就業機會匱乏、經濟困難、渴望快速賺錢或追隨已在台灣工作的朋友或鄰居,這些都是許多印尼人前往台灣工作的誘因。目前,台灣是國際上最受外籍勞工青睞的就業目的地。相對具競爭力的薪資、秩序井然、安全的環境,以及對外籍勞工較為寬容、允許他們自由信奉宗教的友好居民,都增強了台灣對印尼外籍勞工的吸引力。數據顯示,目前有超過27萬印尼人在台灣從事生產性產業和社會福利工作,這印證了上述觀點。然而,許多印尼勞工低估了在台灣工作的困難。印尼勞工來到台灣後,需要長時間與家人分開。文化和語言差異也使得印尼勞工難以適應台灣的生活。因此,需要進行密集的語言、文化、身體和心理準備,因為這些工人必須應對台灣文化和語言障礙,特別是對於在台南工作的印尼移民工人來說,除了普通話之外,他們還會更多地接觸到台語。
    印尼人力資源機構在這項準備工作中扮演著重要角色,他們負責幫助外籍勞工做好赴台工作的準備。尤其值得注意的是,台灣使用的語言(台語和國語)學習起來難度很高。研究表明,外籍勞工在語言適應方面會遇到各種困難,而語言適應是他們成功融入台灣社會的必要條件。一旦勞工抵達台灣,他們便需要進行另一輪的語言準備,最終才能在工作崗位上勝任工作。本研究透過走訪人力資源培訓中心、收集各方證詞和案例,並著重展現印尼外籍勞工自身的經歷,強調了語言準備在整個準備過程中至關重要,需要持續支持和加強,以幫助印尼外籍勞工順利適應台灣生活。此外,本研究也揭示了印尼外籍勞工如何運用科技和其他各種策略來克服語言障礙,並提升自身的語言能力。
    該研究進一步考察並強調了印尼和台灣雙方支持機構的角色。除了印尼移工之外,還有許多相關機構參與其中,協助印尼移工進行語言適應,各機構根據自身角色、比例和地位,基於其內在的相互依存關係做出貢獻。研究表明,提高移工培訓效率可以顯著提升,並提出了多種改進途徑,例如在移工出發前的準備階段提供更多針對台灣的語言培訓和內容,加強各機構間的合作,以及對協助印尼移工的翻譯人員進行更嚴格的篩選。

    Lack of job opportunities in rural and remote areas, financial difficulties, a desire to quickly make money, or follow friends or neighbors who have been successful as migrant workers, all form triggers for the desire of many Indonesians to work in Taiwan. Currently, Taiwan is the most preferred place of employment for migrant workers internationally. Relatively competitive salaries, an orderly, safe environment, and friendly residents with a relatively high tolerance for migrant workers who are allowed to freely practice their religion all contribute to Taiwan’s appeal as a destination for Indonesian migrant workers. This is backed up by data stating that there are more than 270,000 Indonesians who currently work in Taiwan in the productive industry and social welfare sectors. Many Indonesian workers, however, underestimate the difficulties. When Indonesian migrant workers come to Taiwan, they leave their loved ones in their home country for a long period of time. Cultural and language differences make it difficult for Indonesian migrant workers to adapt in Taiwan. Therefore, intensive language, cultural, physical, and mental preparation is needed since these workers have to deal with Taiwanese culture and language barriers, especially for Indonesian migrant workers who work in Tainan, where they are more exposed to Taigi in addition to Mandarin.
    Indonesian manpower agencies play an important role in this preparation, as they prepare the migrant workers for their stay in Taiwan. Especially the language(s) used in Taiwan (Taigi and Taiwanese Mandarin) are very demanding and difficult to learn. The research shows the various difficulties migrant workers experience related to the language adaptation they must undergo to become successful in Taiwan. Once the worker arrives in Taiwan, a whole other process of implementing this preparation starts. This then results in the workers functioning in their places of employment. Through visits to manpower training centers, testimonies, and cases in Taiwan of the various parties involved but centrally constructed around the voices of the Indonesian migrant workers themselves, this research points out the capital importance of the element of language preparation as part of the preparation process that continuously needs to be supported and strengthened to smoothen Indonesian migrant workers’ adaptation when they arrive in Taiwan. This research also reveals how Indonesian migrant workers, on their own, use technology and various other strategies to overcome language barriers and upgrade their language proficiency.
    The research additionally examines and highlights the role of the supporting institutions, both from the Indonesian and the Taiwanese side, as, in addition to the Indonesian migrant workers, various relevant institutions are also involved in facilitating this linguistic adaptation of Indonesian migrant workers, each contributing according to their respective roles, proportions, and positions, based on their intrinsic interdependence. The research shows that greater efficiency can be obtained in improving the training of migrant workers and suggests various ways to obtain those, especially by providing more Taiwan-specific language training and content in the preparation process before departure, by means of more cooperation of various institutions, and a better screening of the assisting translators helping the Indonesian migrant workers.
