國際標準組織及知名驗證機構自公告ISO 9000s 品質管理系統、ISO 14000s 環境管理系統及OHSAS 18000s 職業安全衛生評估系列標準以來，已紛紛被全世界企業組織所採行，推行迄今已具初步成效；然因各管理系統單獨運作，必須分別向驗證機構申請認可登錄，且企業內部所推行之各項品質、環境及安全衛生等管理系統作業活動，亦由隸屬不同部門人員負責，造成事權不一。而且企業內對各管理系統標準認知瞭解不足，無能力實施管理系統整合，已明顯造成公司或組織內部之資源浪費。

　　本研究除探討品質、環境與職安衛三項管理系統整合的可行性外，並採用P-D-C-A 戴明管理循環架構，將各系統要項相關聯之部份予以分析彙總，同時針對不同系統整合模式之效益加以分析。根據文獻探討與專家深入訪談之結果加以設計問卷、並將問卷結果加以分析彙整，建立組織內部管理系統整合模式與效益之關聯性，研究顯示不同之QuEnSH文件整合模式確實反映出優劣等級不同之效益，同時不同之文件整合模式可結合特定之「體制」運作以達效益提昇之目的，其次是公司組織面臨之「負荷」大小並非與系統效益有絕對之正向比例關係。希望將此相關資訊提供給未推行或已推行之企業組織作為參考，以其順利建置與維持系統之運作，進而提昇QuEnSH系統整合之效益。

　　Since The International Organization for Standardization to bulletin ISO 9000s Quality Management System and ISO 14000s Environmental Management System, and the famous International Certification Companies suggested the OHSAS 18000s Occupational Health and Safety Assessment Series, all standards have been adapted by many companies all over the world; and they make effects exactly. However, because of every management systems work individually, they must apply for the certification by themselves. Besides, the inner of the company must take place every activities which include the QMS, the EMS, and the OHSAS at the same time, they belong to different departments, then nobody can’t integrate the management system and make the resources wasted.

　　This research uses P-D-C-A management cycle structure to discuss how to make the QMS, the EMS and the OHSAS work together, and it also discuss the relational events among them. According to the documents and the conclusion about interviewing the experts, I design the questionnaire. According to this, I analysis the differences and the benefits, and then I form the report to build up integrated models inside the organization. This research displays that different QuEnSH documental integrated models reflect different benefits; at the same time, different documental integrated models can integrate special frames to raise the benefits. Moreover, the quantity of workload which the organization has faced doesn’t succeed to influence a upright rate of the essential effects inside the system.

　　I hope I can give some information to those who haven’t adapted this system, I hope they can be successful in building and working this system, even they can improve the effects of the QuEnSH system.
