  • 本論文探討中國古文化城市中,邊緣城市的國家級博物館在推動數位轉型與文化復興過程中的角色演變,並以遼陽博物館作為具代表性的個案研究。本研究位處於文化遺產保存、數位創新與城市更新的交匯點,關注這類文化機構如何在國家與地方文化政策變遷下,重新協商其文化身份、治理策略與社群關係。研究以「創意氛圍(Creative Milieu)」理論為核心架構,並融合文化治理理論與數位商業生態系統(Digital Business Ecosystem, DBE)模型,重新建構博物館作為具象徵性、參與性與適應性的混合文化基礎建設。

    本研究圍繞三項核心問題進行:(1)邊緣城市的國家級博物館在古文化城市中,如何形塑城市文化身份與促進文化復興?(2)此類博物館如何運用數位工具來強化參訪體驗與文化傳播?(3)在當前文化政策框架下,這些機構應如何回應數位轉型的挑戰與機遇?為回答上述問題,研究結合個案分析、深度訪談、結構化問卷調查與焦點團體訪談的方法。作為研究場域的遼陽市雖為五線城市,但擁有2400多年歷史文化底蘊與有限的行政資源,使其成為理解數位文化轉型與地方文化機制的重要切入點。

    研究發現指出,遼陽博物館在城市文化身份的象徵重構中扮演積極角色。透過策展創新、社群導向的數位平台與與地方記憶相對應的敘事策略,該館已從傳統的文物保存機構轉型為動態的文化節點。這一過程得以推展,依賴於移動應用程式、在地化擴增數字技術與與教育、文創部門的策略性夥伴關係。本論文提出「地方-科技混合治理模型(Local-Tech Hybrid Governance Model)」,說明邊緣城市的國家級博物館如何在結構性限制中結合制度彈性與數位參與中介進行策略調適。同時,本研究發展出「博物館數位參與指數(Museum Digital Engagement Index, MDEI)」,作為評估文化共鳴、參與深度與基礎建設整合程度的多維度框架。

    在理論層面上,本研究拓展創意氛圍理論至非都會文化場域,指出象徵資源與敘事適應力可有效補足基礎設施之不足。同時亦細化文化治理概念,將邊緣城市的國家級博物館定位為政策與地方之間的中介機構,能將宏觀政策轉譯為地方導向的數位策略,並在城市文化未來想像中發揮關鍵作用。

    在實務層面上,論文提出數位轉型的策略建議,包括:依據機構能力發展模組化數位平台、推動跨部門資源共享合作機制,以及建立具包容性的數位參與架構,特別適用於資源有限的邊緣城市的國家級博物館場域。

    總結而言,本研究主張,邊緣城市的國家級博物館並非邊緣角色,而是構築數位時代城市文化認同的重要節點。其整合社群聲音、駕馭政策複雜性與調動象徵資本的能力,使其成為文化數位生態系統中不可或缺的基礎設施。研究最終呼籲文化政策應由績效導向轉向參與共創模式,強調博物館作為公民行動者在數位時代中的持續價值與公共性角色。

    This dissertation investigates the evolving role of National-level museums in marginal urban contexts in driving digital transformation and cultural revitalization within China’s ancient cultural cities, using Liaoyang Museum as a representative case. Situated at the nexus of cultural heritage preservation, digital innovation, and urban renewal, the study examines how such institutions negotiate identity formation, governance challenges, and community engagement amid shifting national and local cultural policies. Anchored in the theoretical framework of the Creative Milieu and enriched by perspectives from cultural governance theory and the Digital Business Ecosystem (DBE) model, the research redefines museums as hybrid cultural infrastructures—symbolic, participatory, and adaptive in nature.

    Three central research questions guide the inquiry: (1) What role do National-level museums in marginal urban contexts play in shaping urban identity and cultural revitalization in ancient cultural cities? (2) How do these museums utilize digital tools to enhance visitor experience and cultural dissemination? (3) How should such institutions respond to the challenges and opportunities posed by digital transformation under current cultural policy frameworks? These questions are addressed through combining a detailed documents study, semi-structured interviews, a structured questionnaire, and focus group discussions. The Liaoyang Museum, located in a fifth-tier city with over 2,400 years of history yet limited administrative and financial capacity, serves as a unique lens through which to analyze the digital-cultural transformation of smaller heritage institutions.

    The findings reveal that Liaoyang Museum plays an increasingly active role in the symbolic redefinition of urban identity. Through curatorial innovation, community-centered digital platforms, and narrative strategies aligned with local memory, the museum has transitioned from a traditional heritage repository to a dynamic cultural node. This transformation is facilitated by mobile applications, localized augmented digital tools, and strategic partnerships with educational and creative sectors. The dissertation introduces the Local-Tech Hybrid Governance Model, illustrating how national-level museums in marginal urban contexts navigate structural constraints by combining institutional flexibility with participatory and technological mediation. Furthermore, it proposes the Museum Digital ii Engagement Index (MDEI)—a novel evaluative framework for assessing cultural resonance, participatory depth, and infrastructural integration in digital museum practices.

    Theoretically, the study contributes to the extension of the Creative Milieu concept into non-metropolitan cultural contexts, emphasizing that symbolic resources and narrative adaptability can compensate for infrastructural disadvantages. It also refines existing models of cultural governance by positioning small museums as intermediary institutions capable of translating macro-level policy mandates into localized, user-centered digital strategies. These institutions act not only as custodians of heritage but also as co-creators of urban cultural futures.

    On a practical level, the dissertation offers actionable strategies for policymakers and museum practitioners, including developing modular digital platforms tailored to institutional capacity; fostering cross-sector collaborative resource models; and ensuring equitable digital access through inclusive participation mechanisms. These recommendations underscore the importance of flexible, community-responsive digital transformation policies, particularly in under-resourced urban environments.

    Findlay, this research argues that national National-Level Museums in Marginal Urban Contexts in ancient cities are not peripheral but central to the reimagination of urban cultural identity in the digital era. Their ability to harness symbolic capital, engage local communities, and navigate policy complexities positions them as essential components of a more inclusive and resilient cultural digital ecosystem. The study concludes by advocating for a paradigm shift in cultural policy—from performance-based metrics to participatory co- creation—affirming the enduring civic and cultural relevance of museums in the 21st century.
