東協國家（ASEAN）等新興市場隨著全球化的影響快速崛起，而在這塊充滿希望的區域之中，越南一直是備受矚目的國家之一。在全球化與中美貿易戰的影響下，許多外商及大廠紛紛前往東南亞進行投資；其中，由於越南擁有大量的人口使得勞動力市場十分充沛且相較於中國而言工資相對低廉，使得越南成具有龐大的勞動力人口更存在驚人的國內消費市場與商機。在近年來，由於其經濟穩定展使得人民收入增加，其國內對於汽車之需求亦隨之提升；同時，由於汽車產業屬於一個高度整合不同產業並需要大量的技術與資本的產業，並且能夠帶動全國運輸及重工業的發展，因此汽車產業成為越南國家發展上首重之目標。本研究將汽車產業整體發展結構分為三元（政府、本土企業與跨國公司）的研究方式，一方面以越南政府為主體，研究越南政府與跨國企業關係以及越南政府與本土汽車企業之關係對國內汽車產業之影響；一方面以跨國企業為主體；研究跨國企業在進入越南汽車市場時，跨國企業如何面對越南政府之策略以及跨國企業如何與本土汽車企業進行企業合作亦或是彼此相互競爭之情態；另一方面則是以越南本土汽車企業為主體；將針對越南本土企業在面對政府政策以及跨國企業進入本土市場帶來衝擊時之態度及因應方式進行討論。最後，則是希望能夠在研究越南汽車產業的同時，探討其如何跳脫以往加工組裝的框架，並鞏固越南在東南亞汽車發展上的重要性。

Emerging markets such as the Association of Southeast Asian Nations (ASEAN) countries have risen rapidly with the impact of globalization, and in this promising region, Vietnam has always been one of the countries that have attracted much attention. Under the influence of globalization and the trade war between the US and China, many foreign businessmen and large companies have gone moved their funds to Southeast Asia to invest. In addition, due to Vietnam's large population, the labor market is very abundant and wages are relatively low, making Vietnam become an amazing domestic consumer market with tons of business opportunities. Furthermore, due to Vietnam's economic stability, the increase people's income increases, and its domestic demand for automobiles has also aroused. In the meanwhile, because the automobile industry is an industry which highly integrates different industries and requires a lot of technologies and capitals, it can bring up the development of national heavy industries and has become one of the most important goals of Vietnam's national development. This research uses Peter Evan's Triple Alliance Theory and divides the overall development structure of the automobile industry into a ternary including government, local enterprise, and multinational company to discuss on the topic.
