營建工程的施工過程中,品質都會有不合格之處,也都會要求補正,到最後各工作項目總會驗收合格。但如此理所當然的作法,似乎並未掌握「第一次就做對」的精神。
初次合格率為績效指標之一種,其定義為在檢查工作項目時,初次合格通過項目佔總檢查項目的比率。業主可針對專案特性、品質需求,搭配工程進度表,選取重點施工作業檢驗,檢驗點的合格標準依合約或規範規定。檢驗點的範圍涵蓋施工中工作的材料/設備查驗,施工/安裝檢驗。
接續之前初次合格率在施工上之應用,本研究驗證初次合格率在建築施工之有效性。利用實際工程案例,深入探討檢驗點的選取、檢驗點數量的多寡及檢驗點權重分配。
將初次合格率應用於8個建築施工案例,統計案例相關的施工作業檢驗項目及數量、權重分配、檢驗及查驗合格與不合格點內容及數量,並分別針對各施工作業,例如開挖、鋼筋、模板、混凝土,以及各施工單元,如基礎、結構、裝修、水電,在各時間階段的初次合格率。分析各階段初次合格率呈現的訊息,了解不同階段相同作業施工品質變化,進而瞭解其變化原因,亦可分辨出各項施工作業或各施工單元,達成所要求品質標準的難易程度。
Poor qualitiy is often found in construction products. It will be corrected any way and final inspection will grant a “pass.” However, this common situation seems to disobey the principle of “getting it right the first time.”
“First time pass ratio” (FTPR) is a performance measurre of construction quality, and is equal to the proportion of the first time pass number to total inspection number. One can use this ratio to measure the quality of chosen items or activities according to project work characteristics, quality requirements and schedule. There are two FTPR´s: material/equipment verification before and construction/installation inspection during construction. Moreover, the items should meet specification standards to get a pass.
This research validated that FTPR is an effective quality measure for building projects. applying FTPR on eight building projects, this study searched and collected related inspection, assigned weights, examined contents and amounts of passed and not-passed inspection of construction activities and items, FTPR was calculated in project periods for various items and activities, such as excavation, rebar, formwork, concrete, and units such as foundation, structure, fitting, and electricity. FTPR figures of each period indicate quality and its variations. FTPR also helps identify the reasons for poor quality and difficulties in meeting quality requirements for items or activities.
