學習型區域（learning region） 此概念所強調的是透過域區域內產業長期所累積的知識，透過學習機制的建立及網絡的維繫，加速知識的傳遞與創新。台灣從1982年代起將生物科技列為八大重點科技一，但發展之優勢與英、美等各國之醫藥產業仍顯弱勢，在環顧台灣生物科技發展現況，台灣北部地區具有相對之競爭優勢，因為醫學中心與生技廠商群聚、優良基礎建設及高等教育人才培育等，已具備發展成為學習型區域的雛形。

本研究以學習型區域理論及形構因素，探討產、官、學之角色創新學習與執行方式，並透過國外發展相關案例研究，檢視目前台灣北部區域在發展醫藥產業上產官學之間的互動，與廠商知識傳遞的現況與困境。目前北部生技醫藥產業廠商最普遍採用研討會的方式參與學習，但對於創新影響並不顯著;而合作計畫與課程訓練對於創新影響較具影響，但合作對象挑選不易，與獲知授課管道等知識交流平台未確立。因此在此提出相關建議以供產、官、學、研未來在執行工作之參考。

In order to speed up the communication and innovation of knowledge, the general idea of “Learning region” is emphasized the knowledge which was accumulated by the enterprises of inner regions for a long time, the establishment of learning mechanism, and the network connection. Biotechnology had been organized as one of the Eight Priorities Technology since 1982; however, compare with the medicine industry of UK and USA, we still have much space to catch up. Therefore, after roving about the presentation of Taiwan’s biotechnology development, we can see that the north region of Taiwan has more advantages over other regions because of the cluster of medical center and biotech firms, which has the potential such as full of excellent infrastructure, highly education network and personnel training to be the initial model of being Learning Region.
The main matter of this study tried to adopt the theory and building factors of “Learning Region” to explore the implement and the roles of innovation learning between industries, government, and university. Also, through the related case study from USA, Sweden, and Denmark, I tried to examine the current interaction between Industry-Government-University on the northern region of bio-pharmaceutical industry and the current difficulty for communicating the knowledge. Presently, in order to earn new things or techniques, more and more Bio-pharmaceutical firms try to utilize the opportunity to attend plenty of conferences. However, it is not noticeable for innovation. On the contrary, the cooperation plan and training courses have the positive effect on the innovation development. Nevertheless, it’s not easy to select the cooperators and the platform which is used to train and exchange knowledge. Hence, through the exploration of this study, I hope to bring some suggestion for the Industry –Government – University-Research in the nearly future.
