隨著旅遊趨勢的轉變以及資通訊科技的發達,都市觀光旅客透過共享住宿空間以低廉的價格體驗真實在地生活,使都市規劃既定的都市生活空間越趨模糊。又共享住宿空間相較於傳統旅宿產業得以忽視規劃法令,並具有於都市觀光產業發展成熟地區空間群聚的特性。都市中過度旅遊的議題結合共享住宿空間群聚現象,使得超量的遊客進駐都市中的旅遊熱區,造成都市承受莫大的旅遊壓力。由於都市規劃未能早先針對共享住宿空間這般新型態的土地使用行為加以規範,共享住宿空間擴散導致的都市空間轉變迫使原先於都市中的使用者出走,從而產生「觀光仕紳化」危機,成為都市規劃理應正視的重要議題。
於探討共享住宿空間之相關研究中,既有研究著重於描述並探討其於空間分布集中現象下的空間分布特徵以及環境影響因素,例如社經環境條件、觀光產業因素、交通便捷程度與都市發展狀況等因素皆被證實有所關聯。都市規劃的目的為透過對空間活動分布的引導達到都市整體公共利益最大化,既有研究中鮮少以都市規劃的觀點探究共享住宿空間聚集表徵與土地使用分區管制間之關聯,因此無法有效釐清共享住宿空間所造成的都市內部實質發展影響。爰此,本研究之目的有三:(一)暸解共享住宿空間於都市分布之空間特徵;(二)探討共享住宿空間及其影響因素之因果關係; (三)檢視共享住宿空間與都市規劃之衝突。
本研究挑選全臺共享住宿空間數量最多的臺北市為實證地區,並將研究架構分為三部分。首先,以空間自相關之結果與影響因素進行討論,掌握共享住宿空間於實證地區中的分布趨勢與區位特性。其次,透過地理加權迴歸針對具有空間異質性的共享住宿空間資料進行因果分析,尤以土地使用管制相關之變數,對應共享住宿空間特性,按現行規範之發展強度以及土地使用混合程度作分類檢視其影響。最後,透過運用研究模式於臺北市合法旅宿業者的迴歸結果比較來檢視共享住宿空間對都市規劃的影響。
根據研究結果,臺北市內共享住宿空間具有顯著空間自相關情形,其聚集現象高度集中於台北車站周邊之空間單元。影響因素部分,以都市規劃角度視之,高強度與高混合的土地使用管制對於共享住宿空間具有正向影響,住商混合比例及區域型商業混合比例等變數皆屬之。都市規劃影響部分,共享住宿空間與合法旅宿業者整體分布趨勢相同,然而透過土地使用管制相關變數與都市觀光產業相關變數可推論,共享住宿空間雖受高強度與高混合土地使用影響,與合法旅宿業者對照之下有與都市規劃和都市觀光發展策略不同的傾向。
透過本研究成果,規劃者進一步掌握旅遊發展趨勢與都市規劃策略之異同,在共享住宿空間分布影響因素之特性之中,尤其是土地使用分區管制的配置上能有更具體的思考方向,得以作為未來規劃之策略佈局參考。
With the rapid growth of sharing accommodation, urban tourists can experience the authenticity of the urban environment at low prices, which escalates overtourism issue in cities and makes the boundaries of residential landscape and tourism landscape ambiguous. As a result, scholars indicate that the proliferation of sharing accommodation has resulted in a crisis, "Touristification", since urban planning failed to regulate sharing accommodation. In order to clarify the impact of sharing accommodation on urban planning, this study aims to explore the causal relationship between the cluster of sharing accommodation and its influence factors from urban planning perspective and to examine the conflict between sharing accommodation and urban planning. This study uses multiscale geographically weighted regression(MGWR) to execute causal analysis on the sharing accommodation and its influence factors data with various geographical scales. Also, this study uses spatial autocorrelation(LISA) to identify the spatial pattern of sharing accommodation in the study area. The results indicate that sharing accommodation in Taipei City has significant spatial autocorrelation, especially concentrated around Taipei Main Station. As for the causal analysis, high-intensity and high-mixed zoning, such as the ratio of residential-commercial mixing and regional commercial zoning, have a positive influence on sharing accommodation. As a result, urban planners can expect to get a better understanding of the tourism development trends and urban planning strategies, especially on the allocation of zoning, through the results of this study.
