署立醫院各區域聯盟管理中心近來擬定各種績效衡量指標並針對所屬醫院進行績效評估。然而，因各醫院所投入設備資源及人員配置有所差異且各地區醫療環境面臨的競爭程度也有所不同，使得區域聯盟管理中心所制定的績效衡量指標難以客觀衡量署立醫院實施策略聯盟前後的績效差異，因此本研究採用資料包絡法，企圖更客觀衡量策略聯盟對署立醫院所帶來的效益。
本研究以1999-2006年衛生署的資料，探討20家署立綜合醫院與5家精神專科醫院於策略聯盟前後之相對經營效率變化，並且為使評估結果更具信度，本研究又依醫院評鑑等級，將綜合醫院分為區域醫院及地區醫院二組，分別評估其相對效率。研究結果顯示，不管是區域綜合醫院、地區綜合醫院或是精神專科醫院，策略聯盟後之整體效率及技術效率均優於策略聯盟實施前，此一研究結果，與署立醫院服務量占全國醫療總服務量比率，在策略聯盟前後之明顯差異相一致。

The District Alliance Management Centers (DAMC) of the Department of Health (DOH) designs some key performance indicators to compare the performance between DOH hospitals. However, these performance indicators used by DOH can’t accurately evaluate the overall performance of DOH hospitals because the disparities in equipment investment and personnel allocation among DOH hospitals and the different levels of competition faced by DOH hospitals. To solve this problem, this study employs Data Envelopment Analysis (DEA) to objectively evaluate the managerial performance of DOH hospitals before and after the forming of strategic alliance.
Using the operation data obtained from the central office of DOH for 8 years from 1999 to 2006, the study analyzes the managerial performance of 25 DOH hospitals in which 20 are comprehensive hospitals and 5 are psychiatric hospitals. Besides, in order to make this evaluation more reliable, the study further divides the comprehensive hospitals into two groups of district hospitals and local hospitals. Our results indicate that, regardless of hospital type, the efficiency scores of DOH hospitals have improved after the forming of strategic alliance. The result is consistent with the statistics which shows that DOH hospitals occupy more healthcare market share after the adoption of strategic alliance strategy.
