歷年來由於物質生活條件改善及醫療水準提升，使得台灣人口結構產生明顯高齡化趨勢。而經常採大規模、高密度規劃的國民住宅社區，其集居的龐大人口在未來都會因為身體機能老化成為高齡者。而社區外部環境常涉及經費、意見紛雜等原因，在完工後無法有效改善環境既有問題。因此如何以在地安養的理念規劃社區外部環境是必須面對的課題。

本研究希望藉由了解國民住宅高齡者在社區外部環境遭遇的現況問題及需求，以探討國民住宅社區外部環境規劃與設計時，應注意哪些事項以達到高齡者能在地安養的理想。

本研究以既有國民住宅社區的管理者與高齡者為調查對象，藉著管理者訪談了解社區完工後至今，曾經作過之設施改善；另外藉由高齡者訪談，了解高齡者在社區外部環境中的休閒活動與遭遇之現況困境，以及高齡者對休憩場所、設施設備、公共服務設施之需求。

根據研究結果發現，若規劃時確實考量高齡者需求，可以減少未來資源浪費；另外社區管理者對空間使用之維護管理機制，應該詳加考慮並且確實執行。本研究建議規劃者應不斷注意新的社區規劃趨勢與系統設備之性能，適時運用其特性以滿足社區高齡者之居住需求。並且依據研究成果提供國民住宅社區外部環境在硬體建設、軟體服務、通道設施以及建築設備方面之規劃建議事項。

As the material living conditions and the medical system have improved over the years, making Taiwan create a noticeable trend of an aging population structure. And the concentrated large population in the public housing which often adopts a large-scale and high-density planning will become the great age person because of the body’s aging. Moreover, the external environment of public housing often involves funding, advice and so confused reasons, after the completion of the existing problems can not effectively improve the environment. Therefore, how to plan for the external environment of public housing based on the concept of aging in place is a significant subject.

In this study, in order to explore the planning and design about the external environment of public housing, should pay attention to what matters to achieve the ideal that the great age person could nursed in place by understanding the status problems about the external environment of the public housing that they encountered and their requirement.

In this study, both the managers of the public housing and the great age persons were investigated using interviews with managers to understand the community after the completion date, the facilities have been made to improve; Another interview by the great age persons to understand them in the external environment of the public housing, leisure activities and the status of the difficulties encountered, as well as their demand for the amenities, facilities and public service facilities.

According to research results that if the planning consider the demands of great age persons exactly, then it can reduce future waste of resources. In addition the community manager should be carefully considered and implemented with certainty for space used by the maintenance management system. This study suggests that planners should continue to observe the new trends in community planning, equipment and system performance, timely use of its features to meet the housing requirement of the great age persons. And based on research results to provide the external environment construction of the public housing in the hardware, software services, access facilities, and construction equipment in the matter of planning proposals.
