臺灣過去以農業立國，農地為農業生產的基本要素，存在著糧食供給之功能，其生產價值之重要性不容小覷。然而，近年來，臺灣因整體經濟結構之改變，由農業發展轉為以工商業為主軸，且因加入世界貿易組織(WTO)，貿易逐漸自由化，致使農業所需面積下降，故為因應工商業發展用地之需，政府單位研擬相關農地釋出方案及農業發展條例，希冀檢討目前農地使用情形，將優良農地予以維護，而不適用之農地，應配合國家經濟發展需求有計畫的釋出。
農地具有生產功能，除能保障糧食安全，同時可調節洪患、提供日常休閒活動之需以及增加綠地面積等生態、生活功能之價值；此外農地本身具備之土地稀有性與獨特性，以及之不可回復性，故轉用前應審慎考量，需以永續土地使用之理念為基礎，避免因都市擴張、蛙躍發展、農工爭地而造成土地使用的不永續，確保無影響環境之虞。
臺灣土地發展類型分為都市土地及非都市土地兩大類，都市土地內之農業區存在都市發展的預留地之功用，使得當都市擴張或土地需求產生時，都市近郊地區成為優先轉用之土地區位，不僅如此，因民眾對於都市發展價值過度高估，導致鄰近都市地區之大量農地低度利用或形成呆地，衝擊到原有農地之生產、生態功用，造成農地變遷現象之加劇。
有鑑於此，因農發條例修正為農地農用政策而造成農地交易之情形，本研究擬以原台南縣作為實證地區，探討農地使用變遷與農地交易之關係，以輔助農地定位之意涵。結果顯示農地使用變遷及農地交易中存在著空間特性，說明兩者皆受到區位及周圍土地使用分區、現況之影響，亦衝擊到農地保護之構念。故未來於規劃上，本研究期能作為未來我國國土計畫中農業發展地區及土地使用分區劃設之參考依據，而管制上，則可作為相關單位取締不當土地使用之考量因素，降低因農地濫用而導致之負面效益。

Recently, the overall economic structure change result in the change from agriculture to industrial and commercial industry. In addition, the affiliation of World Trade Organization (WTO) opened up free trade of agricultural products and reduced agriculture competitive ability substantially, further decreased the agricultural land use area and the serious change of agricultural land. The Agricultural Land Conversion Scheme and Agricultural Development Act have been proposed to review present agricultural land use in order to conserve high quality agricultural land and release inappropriate agricultural land complying with national economic development policy.
The functions of agricultural land include living and ecological value, such as production, flood regulation, daily leisure area and green area etc. Nevertheless, the agricultural land has the land limitation and unrecoverable features; therefore, the change of agricultural land should be considered cautiously and confirmed harmless to the environment. From the conservation of agricultural land point of view, the change of agricultural land should be based on sustainable land use notion and avoid land use unsustainable such as urban sprawl, land competition between agriculture and industry etc.
Land cover change issues have been noticed all over the world. The high civilization and technology result in the serious transformation on the land cover and even unrecoverable. The speedy socio-economic development, modifications of industrial structure and the accelerations of industrialization and urbanization have hastened the change of land use and land cover, particular the direct impact on the change of agricultural land. Agricultural land use plays major roles on food production especially in Taiwan.
This paper attempts to investigate the effect of urban agricultural land change to the overall land use pattern in the original Tainan County, Taiwan, for the entire land is located in urban area. This paper will focus on the relationship of agriculture land use change and agriculture land transaction. In addition, this paper will proceed with mapping method of GIS to analyze the trend of agricultural land use change. Eventually, both planning and restraint will be discussed to orientate the urban agricultural land in the research area.
