過去幾十年，台灣社區面臨城鄉差距擴大、人口高齡化等挑戰，引發大眾對社區發展的思考。自1994年起，政府推動「社區總體營造」政策，以建立社區文化、凝聚共識、培養自主能力等為目標，鼓勵居民參與社區事務，改善生活品質。隨後，透過「百分之一公共藝術」政策和《藝術介入空間補助計畫》，藝術逐漸進入至社區環境，藝術家開始參與社區營造，創造更豐富多元的社區活動，使藝術成為社區營造與凝聚意識的媒介。社區營造最終目的為增進居民生活福祉，因此幸福感視為社區營造的最終成效。本研究以「藝術社區營造」為切入點，探討藝術介入社區後居民對於藝術營造規劃因子所引起的美學品質和變化感知，以及居民生活品質和幸福感的影響因素，期望研究成果能提供社區發展方向和環境設計指引，促進社區發展和提升居民幸福感。
本研究以臺灣西半部鄉村型且仍持續進行藝術營造之六個社區進行問卷調查，回收有效問卷共388份，數據經統計分析得出成果並加以討論。以單因子變異數分析歸納出社區藝術營造規劃中的關鍵因子，並透過結構方程模式分析其行為結構，實證藝術營造規劃因子、美學品質、變化感知、生活品質與幸福感之關聯性。
研究結果顯示，藝術營造規劃因子與幸福感之間具有完全中介效果，需要藉由美學品質、變化感知與生活品質，最終才具備達成建立幸福感之條件。「美學品質」在藝術營造中扮演重要角色，主要呈現於環境面的改善，因此會透過生活品質的影響，接著提升幸福感。藝術規劃營造構成因子在「公共空間藝術」、「建築環境藝術」及「街道環境藝術」三方面最具影響力，可視藝術為塑造環境的有效方法之一。由此可知，藝術介入可作為提升居民幸福感之社區營造方式，良好的藝術社區規劃會影響居民感知，透過營造環境以及舉辦藝術活動，並且藝術的創作顧及美學品質，才能提升生活品質，影響幸福感。

In recent decades, traditional communities have face challenges such as urban-rural disparities and an aging population, prompting a focus on community development. Since 1994, the government has promoted the "Community Development" policy, aiming to enhance community culture, consensus-building, and self-reliance, encouraging resident engagement in community affairs for improved quality of life. Subsequently, through the "One Percent for Public Art" policy and the "Art Intervention Space Subsidy Program," art gradually entered community environments. Artists began participating in community development, creating more diverse and enriched activities, making art a medium for community building and cohesion. The ultimate goal of community development is to enhance the happiness of residents, thus well-being is regarded as the ultimate outcome of community building. This study explores the impact of " Community Development through Community Arts," investigating residents' perception of aesthetic quality and perceived changes, as well as the factors influencing residents' quality of life and well-being. The research aims to provide direction for community development and environmental design, promoting community growth and enhancing residents' well-being.
This study surveyed six rural communities in western Taiwan that continue to engage in art community development, collecting 388 valid questionnaires. Structural equation modeling were used to analyze the data, revealing a complete mediating effect between a factors of community artistic planning and well-being, necessitating aesthetic quality, perceived changes, and quality of life to establish conditions for well-being. Aesthetic quality, especially in environmental improvements, was found to significantly impact quality of life and subsequently well-being. Factors like "art in public space," "art in building environment", and "art in street environment " in factors of community artistic planning were identified as most impactful, highlighting art's role in shaping the environment and enhancing residents' well-being in community development.
