營建工程師是施工專案中處理資訊的知識工作者,其薪資佔工程金額比例雖低,但處理工作之效能與效率,卻是專案成功與否的重要因素。長期以來營造廠對營建工程師的管理與期待也被忽略,傳統營建管理的研究也多半著重於工人的技術、生產力提昇,未正視工程師的工作績效。
本研究針對營建工程師的時間與工作機制運用,先建立模式,再以實例驗證其正確性。一開始先發展一套問卷,藉以量化施工作業的不確定性和模糊性,找出作業要營建工程師處理資訊的需求,作為營建工程師預計工作時間分配的依據,接著調查工程師實際的時間花費與工作方式。由預計與實際時間的相合度,與作業的成本比作相關性分析,證明預計與實際時間相合時,成本表現佳。營建工程師的時間花費不易統計,本研究進一步用薪資代替時間,套入模式驗證,結果一樣正確,相關性更高。
此外,此模式之問卷可用以劃分施工作業,將施工作業分成三類型─需高層管理者、中階管理者與基層執行者關注的作業。先了解施工作業的性質與環境,再配置適當的工程師人力與工作機制,能使工作更有效能與效率。
用本模式問卷訪談建築工程個案,分析結果顯示建築工程的施工作業多屬於成熟、穩定階段,不需要太多高階與中階管理者,只需投入較多的基層人員。工作應多著重事實資料的分析,溝通適度即可。
Construction site engineers are knowledge workers who process information of a construction project. Although salaries are low compared with project costs, their work effectiveness and efficiency is an important factor for project success. For a long time, construction companies ignore the management and expectation on engineers. The greater part of tradition construction management research pays attention to worker productivity improvement, not to engineer work performance.
This research focuses on the application of construction engineer’s work time and mechanisms. A model was established and tested. First we develop a questionnaire to quantify uncertainty and equivocality of construction activities, find out their need for information processing, then allot engineer’s work mechanisms and time. Then we collect engineer’s actual work mechanisms and time distribution. Correlation analysis proves that when planning and actual work mechanisms and time fit better, cost performance is better. Because site engineer’s time spending is not easy to collect, the research further uses salary in place of time, the result is similar and correlation is higher.
The designed questionnaire can be used to divide construction activities into three categories that need to be taken care by high-level management, mid management, and operational engineers. After understanding the activities nature and environment, we can work on activities more effectively and efficiently by assigning them proper mechanisms and time of site engineers.
