航太產業因其特殊性及牽涉之產業關聯性大,各個先進國家之政府均全力支持航空工業之發展,並且將其列為重要策略性產業之一。
「安全」是航太產業最主要的考量,因為一個極小的錯誤可能產生極悲劇性的結果,所以航太產業對於品質嚴謹之要求,更是落實到所有分包商。
目前國際航太大廠如GEAE、Pratt & Whitney、Snecma為了減少公司內部接收檢驗的時間,且提高貨物送到客戶時的品質狀態外,更為了讓供應商更加了解客戶需求並且配合客戶之持續改善等相關活動,各個航太大廠皆發展出一套特殊之自動放行系統並經由供應商的品保授權代表來執行此系統並達成此目的。
本研究主要探討此自動放行系統是否對客戶與供應商而言都是有實質效益的,而國際上各個品保授權代表在公司內執行此系統的狀況,以及是否有值得國內相關產業學習仿傚之處。
因而透過向世界上已被核可的品保授權代表進行問卷調查,並據以進行統計分析,所得到的重要結果是,
此自動放行系統是有效率的而且對供應商與客戶而言都是有效益的,客戶要求品保授權代表必須經常參與受訓與考試,以測試品保代表所需執行自動放行系統的能力。雖然部分供應商並沒有善用品保授權代表從客戶端所接受的訓練技術來進行公司內的知識分享,但是客戶要求品保授權人員參與訓練是有幫助的也是必要的。同時,相較於美洲與歐洲而言,亞洲地區的品保授權代表在執行客戶要求的自動放行系統是比較困難的,可能與品保認知或文化上的差異造成。但是總體而言,供應商的支持,讓品保授權代表在公司內執行此自動放行系統所遭受的困難較少。
本研究結果同時可以提供給相關之產業學習此自動放行系統並應用於其下包商身上,而已執行此自動放行系統的航太供應商更可善用公司內部的品保授權代表對公司內部進行知識分享與技術提升,應有相當助益的。
Due to the particular characteristics and huge involvement of other relevant industries, almost every government strongly supports their local aeronautical industries and seriously considers this industry is one of the most important strategic ones in the country. In aviation, safety is a prime concern as even a smallest mistake may cause catastrophic consequences with human and capital losses. Therefore, the stringent requirement of Quality Assurance is vitally needed in aviation related industries. This requirement is not only required in major manufacturers, but also flows down to all subcontractors.
To reduce the time and cost consumed during the receiving inspections, all major manufacturers such as GEAE, Pratt Whitney, Snecma, etc. have developed a supplier release system to assure only the right parts are delivered to the customers, so that the customer will not inspect each part upon receiving.
One part of the supplier release system is to build up the Designated Quality Representative (DQR) inside the individual supplier, the manufacturing company. The DQR’s responsibility is to carry out the self-monitoring quality assurance system in the supplier to assure all the parts delivered from this supplier can meet customer’s requirements not only on quality side but also on product improvement.
The purpose of this thesis is to study if this system is really effective and valuable to the customer and the supplier, which includes how efficient and effective a DQR operates the self-release system on behalf of the customers and if this system can be a guide pole for other industries in our country.
At first,a questionnaire with a long list of questions was designed and then conducted the survey to some international recognized quality representatives. After all data were gathered, the statistical analysis was conducted and some interesting results were obtained. The major findings indicate that all DQR strongly recognize the effectiveness of the self release system and benefits to both supplier and customer. Although the self release system is customer’s requirement, most suppliers fully support this system to be conducted in house. However, some suppliers did not take advantage of the knowledge what DQR learned from the customer for knowledge sharing in the company. In addition, the data also shows that it is relatively difficult in Asian suppliers to apply this system in comparison with the European and American suppliers. Also, the support from the supplier’s management can effectively reduce the difficulties for an authorized quality representative to carry out this self release system.
Meanwhile, the present study also found that this self-release system can be applied to some other relevant industries to their sub-tiers. For those who have applied this system may use DQR’s knowledge to share with all employees in the company.
