創業投資事業（Venture Capital；VC）事業在美國矽谷投資高科技產業，創造驚人的成果。而我國於八○年代開發展創投事業至今已趨於成熟，創投資金相當普遍的情形下，無論我國或美國的新公司在五年內宣告失敗的案例佔相當高比例。因此若是創業者能充分瞭解風險資本在自己創業過程中的重要性，及學習如何利用創投資金，將可大為提升手中企業未來成功存活的機率。
案例式推理（Case-Based Reasoning；CBR）嘗試從舊案例的經驗中找尋出最相似之案例，藉由過去類似案例來判斷可能解決新案例的問題，因此本研究以案例式推理之方法，透過選定的評估衡量指標，來建構創業投資產業衡量新興產業之評估系統，以高科產業為案例基礎，期望能幫助使業輕易地明暸高科技產業經營趨勢，做正確的投資及管理決策。
