自2020年新冠疫情以及地緣政治衝突影響了全球供應鏈,臺灣電腦及周邊設備產業正面臨從單一利潤導向轉為企業韌性與永續經營績效的關鍵時期。而過往追求極致週轉的經營模式,已難以因應新常態的非預期風險。本研究旨在探討引入ESG表現如何影響產業從資源配置到韌性價值的轉化過程,並以市場導向分群視角,觀察不同商業模式的差異性,能有效評估企業永續投入與經營效率。
本研究選取2020年至2024年間52家臺灣電腦及周邊設備企業作為研究對象,建構兩階段資料包絡分析法(Two-stage DEA),並結合跨期變數與方向性距離函數 RDM DDF 模型。模型設計將企業經營流程劃分為生產階段與市場階段,並導入固定資產作為跨期變數(Carry-over),以捕捉資本累積對長期韌性的連續性影響。同時,本研究依據市場導向將樣本區分為通用運算、工業電腦及利基應用三類群,深入探討各子產業在資源配置、ESG 效率與經營效率的異質性。
實證結果顯示,臺灣電腦及周邊設備產業普遍擁有高產出、低投入效率特徵,在員工人數與研發投入上具有資源冗餘的現象。本研究發現階段間轉化瓶頸的存在,意旨多數企業能產出優異的ESG表現與技術優勢,但在轉化為實質的市場反彈力與超越力時,出現了明顯的效率流失,表示企業若單純追求永續形象未必能強化跨期韌性。分群分析指出,通用運算企業具規模經濟優勢,而工業電腦即使生產階段效率較低,進入市場階段後仍有卓越的轉化成效,展現價值跳躍的特徵。
整體而言,第一階段的資源配置效率是決定總體韌性的基礎。ESG已成為進入國際供應鏈的必要門檻,而如何優化內部轉化機制,將ESG表現實質轉變為應對外部衝擊的抗壓能力,是企業強化韌性的首要議題。本研究建議政府應採取分級分群的永續補助策略,企業則應優先提升組織靈活性,以克服生產階段的資源冗餘以及階段間的轉化瓶頸。
Since 2020, global supply chain disruptions have pushed Taiwan’s computer and peripheral industry to shift from profit-driven models toward corporate resilience. This study evaluates how ESG performance affects the transformation from resource allocation to resilience value. By using a market-oriented clustering perspective, this research assesses the efficiency of sustainability investments across different business models.
The study analyzes 52 Taiwanese firms from 2020 to 2024 using a two-stage dynamic RDM DDF model. The model divides operations into a Production Stage and a Market Stage, using fixed assets as a carry-over variable. The sample is categorized into three clusters: General Computing, Industrial Computing, and Niche Applications.
Results indicate that the industry generally shows high output but low input efficiency, with resource redundancy in labor and R&D. A transformation bottleneck exists between stages. While most firms achieve strong ESG performance, efficiency is lost when converting these gains into market resilience. General Computing firms benefit from scale, while Industrial Computing firms show superior market transformation despite lower production efficiency.
First-stage resource allocation is the foundation of total resilience. Although ESG is a necessary threshold for international supply chains, firms must optimize internal transformation to handle external shocks. This study recommends graded government subsidies and suggests that firms prioritize organizational flexibility to overcome redundancy and bridge efficiency gaps.
