亞洲城市高密度的特質,使得公私活動的領域沒有明確的界線。所有的事件隨機的發生,路邊可能有熱炒的小吃攤,閒聊的人群可以把騎樓當作自己的客廳,各種活動不斷在道路中上演:遊逛、買賣、飲食等,這也是東方街道充滿魅力的主因。這些氛圍卻極少在一般林蔭大道的概念裡發現,大多人認為林蔭大道應該是像巴黎香榭大道那般優雅的消費空間,只能是兼具購物與運輸的綠帶。但亞洲的街道這種沒有明確的使用分區控管的屬性,卻使得街道如同一場嘉年華,流動而非定性,而這些混生的特質便成為都市縫合的關鍵。
海安路位於組織台南市的綠園道系統上,它橫跨了歷史街區與商業中心。政府於1993年在此投資興建地下街,但是卻因招商不利與工程問題,使得整條路被封存九年,並遺留下一個八百公尺長的地下二層樓構造物。由於政府遲遲無法提出使用該地下結構體的解決辦法,只好於2002年將地下空間封閉,僅開放路面供交通使用。而當這個被遺棄的場所再度被開啟,當年拆除街道的痕跡依然存在,兩側還留下許多畸零地尚未整併。因此,本設計將利用這個特殊的場景與現存荒廢的結構體,來探討林蔭大道系統與都市的關係和新型式的可能。
林蔭大道是組織都市的基礎結構,其發展俱有長久的歷史;它包含著快速穿越與切割的觀念,以及縫合街道活動的意圖。原先台南綠園道的設計初衷在於仿效歐美的城市結構與空間品質,但是現在海安路地下結構體卻提供了一個不同於一般水平街道的機會:因為它是一條立體街道。本設計的基本觀念是將快速穿越的交通移至地下二樓,並開放地面層與地下一樓為公共活動的空間。並延續都市兩側的紋理,於此立體基地上編織屬於在地的人造地景。設計中針對目前廢棄的地景、山牆痕跡、水仙宮市場、地下街商場攤位與沙卡里八市場進行操作,企圖建立高密度而混生的複合系統,並展現亞洲街道空間特有的品質。
High density cities are the distinct characteristic of Asian cities, where the boundaries of private and public spaces are obscure. Due to the organic nature of our lifestyles, with cart vendors cooking right along the street, and residents gathering in the traverse as if a part of their own living room; oriental streets often exhibit an abundance of spirit, charm and life. However these signatures are rarely found in a boulevard, where the perception of boulevards is like the graceful commercial district in Paris, which are green liner space for transportation and shopping. But streets in Asia do not exhibit such finite usage distinctions, therefore streets are in constant movement like a charming carnival. The mixture of multiple functions is the charm which connects the urban structure.
Hi-Ann road is located within the boulevard system of Tainan, it stretches through the historic and commercial downtown area. The government invested in building the underground shopping street in1993, but due to issues with construction and lack of vendor participation, it was closed for nine years, leaving an 800 meter structure underground. The government couldn't find a solution to solve the construction and managing faults; therefore, in 2002, they shut down the underground space, and reopened the ground level for traffic use. However, numerous isolated vacant lots and half-turned houses were left along the construction. So this design proposes to take advantage of the underground structure and deserted landscape, study the relations between a boulevard and the city, and exam a new kind of boulevard.
A boulevard system is usually the foundation of an urban structure. Within its long history, boulevards cut through the urban fabric for convenient transportation, and intends to connect the activities on both sides of a street. The Tainan boulevard system was first designed imitating western city structures, but the underground structure provided a new possibility for a street: Hi-Ann as a three dimensional boulevard. So in this design, the parking and bypass traffic runs underground, while the ground level transforms in to a great park for public use, creating an architectural landscape reflecting the urban patterns along the area. The design concentrates on the deserted landscape, half-turned houses, Shui-Xian temple market, underground shopping street, and Sa-Ca-Li-Ba market, attempting to build a mixed open system in high density, which vividly depicts the unique quality of streets in Asian cities.
