  • 隨著無線通訊技術快速發展,被稱為5G的第五代行動通訊技術,由於可擴大無線服務和應用的範圍,及提供橫跨多個行業的創新商業模式,以解決對質量要求不斷提高的高度通用垂直行業,儼然成為各國產業轉型關鍵的推動力。對於無線通訊技術需求的急迫,使得各電信業者對於作為行動通訊技術關鍵基礎的頻譜(spectrum)需求愈加迫切,加上頻譜是一種具有排他性、敵對性及稀少特性的特殊資源,在需求愈來愈大的情形下,頻譜資源更顯稀缺,供需不平衡造成電信業者的激烈競爭,進而推升頻譜的競標金額。由於頻譜拍賣通常涉及鉅額資金的投入,對電信業者而言,在尋求企業利潤最大化之經營策略下,頻譜價值能否被準確的評估,為有效管理及配置頻譜資源的重要資訊,將長遠影響企業發展。因此,本研究先以理論模型評估頻譜價值,再剖析我國電信市場個案交易案件中影響頻譜價值的重要因素,以深入瞭解影響我國行動通訊業者評估頻譜價值之因素。
      本研究結果發現在不涉及個案情境下,我國因位處地狹人稠、城鄉差距與國外相較不明顯之環境,及法令要求頻譜得標之行動通訊業者須逐年增加基地臺數量及人口涵蓋率,加上我國係採拍賣模式將頻譜釋出,且參與競標頻譜之業者均為行動網路營運商(MNOs),無地區性網路營運商(LNOs)等,故業者在評估頻譜價值時,考量研究文獻中「利益相關者」、「頻譜分配方法」、「位置特徵」等3項因素的比例較低;在「提供的服務」及「頻段特性」等2項因素上考量的比例成分則較高,主要係因頻段特性往往可以影響或決定提供的服務類型或品質,業者提供的服務也是其競爭優勢來源,故較受業者重視。最後,本研究分析整理歸結包含法令限制、頻譜特性、市場競爭、網路環境、投資成本等5項更符合我國行動通訊業者評估頻譜價值之因素,提供其嗣後衡量頻譜價值之參考,並根據研究過程提出研究限制與未來研究方向。

    The growing demand for mobile data is driving the adoption of 5G technology, enabling expanded wireless services, innovative applications and new business models. Therefore, telecom operators urgently need more spectrum resources to effectively meet the growing demand. The scarcity of spectrum has led to intense competition among operators during spectrum license auctions, resulting in higher bids. For telecom operators seeking to maximize corporate profits, accurate assessment of spectrum value is crucial for long-term development.
    Through theoretical models and case analysis results of telecom market transactions, this study obtains five factors that are more in line with the evaluation of spectrum value by mobile network operators in Taiwan, including legal restrictions, spectrum characteristics, market competition, network environment, and investment costs. Provide references for mobile network operators to measure spectrum value in the future, and propose research limitations and future research directions based on the research process.
