  • 本研究分析東日本大震災後南三陸町的災後重建進程,重點關注其在《第二次綜合計畫》(2016–2025)框架下,整合漁業與觀光產業以達成「需求滿足」與「效率提升」的努力。研究採質性方法,以志津川灣永續漁業實踐為核心個案,由阿部民子及其「Tamiko’s Sea Pack」倡議作為代表。本研究從三個關鍵面向(資訊、資源、組織間合作)評估成效,並以「需求滿足」與「效率」兩項指標衡量績效。 透過訪談與個案分析,本研究提出六點主要發現: (一)南三陸的資訊需求(如品牌推廣與政策透明度)仍未獲充分滿足。 (二)資訊效率受資料更新遲緩與政策傳達延滯所阻礙。 (三)資源配置對小規模漁民與偏遠地區的支持不足。 (四)官僚程序延宕與分配不均導致資源運用效率偏低。 (五)組織間合作大體上能滿足在地需求,但國際市場推廣仍顯不足。 (六)合作效率整體較高,惟企業端溝通仍存在問題。 基於上述發現,提出六項建議: (一)建置資料共享平台,協助業者獲取國際市場洞見。 (二)導入政策早期揭露機制,提升參與度並改善資訊傳遞。 (三)設置專款計畫,平衡偏遠地區與小規模經營者的資源分配。 (四)建立跨部門協作機制,提升溝通與合作效率。 (五)制定國際行銷策略,拓展在地產品市場。 (六)導入數位化平台,強化資訊與資源管理效率。

    This study analyzes the post-disaster reconstruction process in Minamisanriku following the Great East Japan Earthquake, focusing on its efforts under the "Second Comprehensive Plan" (2016–2025) to integrate the fishing and tourism industries and achieve need fulfillment and efficiency improvement. The research employs qualitative methods, using the implementation of sustainable fishing practices in Shizugawa Bay as a central case study, represented by Tamiko Abe and her "Tamiko's Sea Pack" initiative. The study evaluates effectiveness through three key dimensions: information, resources, and inter-organizational collaboration, with performance measured by the dual indicators of need fulfillment and efficiency. Through interviews and case analysis, the research identifies six key findings: First, information needs in Minamisanriku, such as brand promotion and policy transparency, remain unmet. Second, information efficiency is hindered by slow data updates and delayed policy communication. Third, resource allocation fails to adequately support small-scale fishers and remote areas. Fourth, resource utilization efficiency is low due to bureaucratic delays and uneven distribution. Fifth, inter-organizational collaboration largely meets local needs, but international market promotion remains insufficient. Sixth, collaboration efficiency is generally high, though issues persist in business communication. Based on these findings, the study proposes six recommendations: First, establish a data-sharing platform to help businesses access international market insights. Second, implement early policy disclosure mechanisms to enhance participation and improve information dissemination. Third, introduce dedicated funding programs to balance resource distribution for remote areas and small-scale operators. Fourth, create cross-departmental collaboration mechanisms to improve communication and cooperation efficiency. Fifth, develop international marketing strategies to expand local product markets. Sixth, deploy digital platforms to enhance information and resource management efficiency.
