鄰里公園為都市公園系統中數量最多、最基本的小型公園,亦為都市規劃中相當重要的公共設施項目之一。綜觀都市公園開闢後帶給周邊地區於社會經濟層面之影響,過往研究在時間上多分析單一時間點上的空間現象,抑或針對公園綠地對周邊房價漲跌等短時間變化的分析,尚無針對公園綠地對周邊地區產生之跨時性社會經濟結構變化做討論。鄰里效應意旨居住環境可能影響周邊居民之身心及社經發展,而鄰里公園的鄰里效應可能對周邊居民產生長期正負面影響。在實行都市綠化政策可能改變地區社經特徵之情況下,觀察與探討開闢公園綠地對地區社會經濟造成的長期影響效果,成為國外近期的重要研究議題。
在著眼於鄰里公園帶來的中長期鄰里效應下,本研究探討臺北市鄰里公園對鄰近地區周邊社會經濟特徵之影響。有別於過去研究僅以單一時間點切入,不僅討論相同時間點臺北市各鄰里公園與社經條件之關聯性,更加強討論2010年與2020年兩年之間的變化,探究里的家戶所得、老年人口比例與受過高等教育人口比例等條件,是否會隨著鄰里公園開闢一段時間後有不同的變動程度。為瞭解鄰里公園對鄰近地區於社會經濟層面可能帶來之影響,本研究以普通最小平方迴歸模型(OLS)與地理加權迴歸模型(GWR)分析2010年與2020年臺北市里之社會經濟條件是否受鄰里公園的可及距離、面積、區位及周邊土地使用等因素影響,以分析不同時間下鄰里公園特徵對鄰近地區社會經濟之長期影響。
研究結果顯示,普通最小平方迴歸模型之殘差有過度解釋與低度解釋的現象,代表各個地區的鄰里公園對附近地區的社經影響皆有不同表現,大致可以分成市郊區與市中心,且進行分群迴歸後模型解釋力上升。不同的鄰里公園特徵會對社會經濟條件帶來之影響略有差異,但大多存在長期影響。臺北市鄰里公園面積愈多之里的平均家戶所得較高、鄰里公園距市中心愈近之里的老年人口比例愈高、鄰里公園面積愈多且距離市中心愈近之里的高等教育人口比例愈高。整體而言,鄰里公園帶來的鄰里效應長期下來有可能會影響當地居民的社會經濟狀況,可能使鄰近地區的家戶收入增加或是吸引老年人口、受過高等教育人口遷入,進而改變原先的鄰里結構。
Neighborhood parks are one of the most important public facilities in urban planning. Previous studies have mostly analyzed the impact of parks on surrounding housing prices but have not discussed the social and economic structural changes that neighborhood parks have on surrounding areas.
We explored the neighborhood effect of neighborhood parks in Taipei City on the surrounding socioeconomics. Rather than discussing only a single year in previous studies, we focused on the changes between 2010 and 2020. We wanted to explore whether socioeconomic conditions such as household income, the proportion of the elderly population, and the proportion of the population with a bachelor's degree would change with the establishment of the neighborhood park.
To understand the social and economic impact of neighborhood parks, we used Ordinary Least Squares Regression (OLS) and Geographically Weighted Regression (GWR) to analyze whether the socioeconomic conditions of Taipei City in 2010 and 2020 were affected by the distance, area, location, or surrounding land use of neighborhood parks.
