研究背景：護理師是所有醫事人員中最大的群體，也是第一線長時間面對及接觸民眾的健康照護提供者，透過健康政策的參與能將護理的價值發揮到更高的層次，亦能使制定的政策更符合社會的脈動及實務的需求。
研究目的：探討護理師健康政策參與之現況並分析影響政策參與的相關因素。
研究方法：本研究採描述性橫斷式研究設計，對象為具護理師執照且工作滿兩年的護理師，依據其執業地點採配額抽樣，共納入分析316份有效問卷。研究工具參考Salvado（2010）發展結構型自填式問卷，進行量表翻譯及信效度檢測，量表包含「護理師健康政策的參與行為、自覺行動利益及自覺行動障礙」、「護理師政策參與的效能預期、結果預期」、「護理師政策參與程度及行動線索」、「護理師個人基本資料」，以網路問卷進行資料收集，並以SPSS 17軟體進行資料分析。
研究結果：台灣護理師健康政策參與程度為中等偏低（Likert Scale 5分法計分，平均參與度為2.49分，標準差1.13），政策參與行為以投票給候選人及公投政策頻率最高，政策參與中所感知到的最大阻礙為時間缺乏，而最大益處為能同時幫助許多人。護理師對政策參與的興趣平均（2.87分，標準差1.07）及技能（平均2.85分，標準差1.07）皆呈現中等程度偏低，護理師對於投票的政策參與行為是最具執行的信心，並認為對健康影響最大。而執業場域為於社區、學校及診所護理師政策參與優於醫院護理師，自覺行動利益、興趣、技能、參與管道、效能預期、結果預期皆與護理師政策參與呈顯著相關。護理師對於政策參與的興趣及在養成教育中學習到影響政策的技能，為迴歸分析中最顯著影響健康政策參與程度的因子。
研究結論：透過此研究了解台灣護理師參與健康政策現況，並了解影響其參與健康政策的重要相關因素，建議未來透過教育過程提升護理師對政策的技能，並創造機會使護理師能實際參與政策，從中獲得成就感及興趣，能有助於提升整體專業的政策參與。期待能結合實務、教育、研究之建議，作為未來培育護理人才、促進政策參與，以提升護理專業影響力。

Nurses, as the largest group of healthcare professionals, play an important role in providing frontline healthcare and have the potential to shape health policy. This study examined nurse participation in health policy in Taiwan and identified key influencing factors. Using a descriptive cross-sectional research design, 316 registered nurses with at least two years of experience were surveyed. Findings revealed a moderately low level of nurse participation in health policy, with voting and participation in health-related referendums being the most common activities. Lack of time was perceived as the main barrier, while the ability to help many people was seen as the greatest perceived benefit. Nurses showed moderate levels of interest and skills in policy participation, with higher involvement seen in community, school, and clinic settings compared to those in hospitals. Perceived benefits, interest, skills, participation channels, efficacy, and outcome expectations were significantly associated with nurse policy participation. The study shows the need to enhance nurses' policy skills by education and create opportunities for their active engagement in policy-making. In the end, this can elevate their influence in shaping healthcare policies and strengthen the nursing profession as a whole.
