  •   由於激烈的國際化競爭,要求更嚴苛的顧客,急速縮短的產品生命週期以及更短的回應時間等因素,產業在競爭上面臨嚴酷的挑戰,尤其是以出口為導向的台灣中小企業所面臨的處境更是如此。因此如何導入知識管理措施以加強產品競爭力,提昇企業競爭優勢變成刻不容緩的課題。
      傳統的知識管理推動模式需要專職組織與充份的資訊技術配合,因此較適合大型組織,對中小型企業可能並不適用。另一方面,ISO 9000品質管理標準認證在國際上形成一股風潮,各類型的企業競相引進實施,而台灣的中小企業亦不例外。檢討新版ISO 9000品質管理系統要求,諸如文件管理,管理審查,內部稽核,內外部溝通與流程管理模式等,皆對知識管理的推動有助益。因此在中小企業已通用的ISO 9000品質管理系統上建構適於中小企業實施的知識管理架構;對中小企業而言頗為可行。
      本研究以ISO 9000品質管理系統為基礎,討論其與知識管理系統兩者之間的關聯性,並以Delphi法調查中小企業實施知識管理與ISO9000之成功關鍵因素與對知識管理有幫助的ISO9000活動;在此基礎下,本研究更進一步推導適合中小企業實施的知識管理架構,包含導入模式,流程管理模式以及知識管理系統架構。此一架構能幫助台灣中小企業快速而有效的實施知識管理活動,提昇國際競爭力。

      Facing with intensive global competition, more demanding customers, rapidly shrinking product life cycles, and shorter responsive time, organizations in Taiwan are now pursuing competitiveness by achieving higher level of product value and accordingly, higher customer satisfaction. All these challenges may be achieved by the implementation of knowledge management. Furthermore, a well-managed quality will now become a competitive advantage to attract more customers. Thus, a comprehensively and properly implemented quality system is the best means for a company to ensure that its products and services will consistently meet customer needs. Since ISO 9000 quality management system has prevailed among small and medium-sized enterprises (SMEs) all over the world, and it has common factors and relationships with knowledge management system to some extents, to facilitate knowledge management practices by way of ISO 9000 quality management system for SMEs may be expected.
      This study aims to explore the interrelationships between knowledge management system and quality management system, and to facilitate both knowledge management and quality management practices for small and medium-sized enterprises by way of the prevailed ISO 9000. Three models facilitating knowledge management practices for small and medium-sized enterprises, introduction model, process model and knowledge management architecture, will be built after the exploration of interrelationships between these two management systems. The study will provide SMEs with an integrated framework to easily and simply build their knowledge management system to improve their competitiveness.
