國際民航組織之CNS/ATM發展建置計畫最終目標主要乃是運用全球最新航空科技,提供更安全、有序及快捷之飛航服務。而隨著資訊通訊數位化高科技之進步,為了增加飛航安全及加速資訊交換,使用高速之數據通訊已是不可避免之趨勢,因此國際間發展出新一代的航空通訊網路,以期建立全球化無隙縫之連結網路。
台北飛航情報區為亞太航路中重要的飛航情報區之一,鄰近之香港、那霸飛航情報區又俱以發展先進、服務完善著稱,未來台北飛航情報區若不能與國際水準同步甚至超前,更可能面臨被鄰區所取代的威脅,因此本文之研究方向參考美國聯邦航空署(FAA)以及歐洲航管聯盟(EUROCONTROL)在ATN的建構方式與技術考量,來推演建置台北飛航情報區航空通訊網路方案。本文主要以國際民航組織(ICAO)所提出的ATN規範為主,並模擬出適合台北飛航情報區的網路建構方式,本論文提供參考方案於近期內即將進行規劃的航空通訊網路。
The ultimate goal of the CNS/ATM development plan by ICAO is to develop and provide a safer and more well-ordered air traffic service system by applying current aviation technology in the world. With the advancement of digitized information communication toward acceleration of information exchange to improve aviation safety, it is a dispensable trend to use the high-speed data communication in implementation. All major countries in the world are devoting great effort in the new ATN (aeronautical telecommunication network) to establish global and seamless communication.
Taipei FIR is one of the important FIR in the Asia Pacific Zone. The adjacent Hong Kong and NAHA FIR are famous for their advanced developments and perfect flight services. If Taipei FIR can’t keep up with the new international air traffic service standard, we could be ignored and replaced. This thesis follows the ATN development and implementation by FAA and EUROCONTROL, and figure out a feasible ATN system requirement process for Taipei FIR to meet the new air traffic communication demands. Technical structure of the proposal ATN is based on the ATN SARPs by ICAO and simulates an appropriate network configuration for Taipei FIR as a reference for the CNS/ATM developing plan.
