  • Hospital information systems (HIS) play a vital role in the healthcare field, comprehensively assisting in the delivery of highly specialized healthcare services. Recently, the establishment of electronic HISs has become a trend in Taiwan. The government established the National Health Insurance (NHI) system along with My Health Bank (MHB), an accessible personal health management system to facilitate the utilization of the insurance. However, while people enjoy the perceived benefits of HISs, they may also experience privacy concerns. In this study, we hypothesized that patients’ privacy concerns seriously influence their willingness to disclose information to Hospital Information Systems. Rather than investigating the level of user acceptance of information technology development, we focused on people’s perceptions of procedural and distributive justice by comparing the potential privacy risks and received benefits involved in HIS-related information disclosure procedures. We conducted questionnaires to more over 400 Taiwanese adults and analyzed their responses using Smart PLS 3 software with partial least squares (PLS) structural equation modeling. Our analyses revealed that providing information regarding HIS positively increases both perceived benefits and perceived privacy risks. We also found that perceived benefits have a statistically significant positive effect on willingness to disclose information. These results provide the valuable insights regarding people’s intentions to disclose private information to HISs and could help spur related improvements in Taiwan.
