隨著科技進展以及國際交流日趨活絡,陸續有學者對產業群聚此一超過百年的概念進行更為深入的研究梳理,發現除因群集形成互補系統外,也因前述趨勢發展出各種鄰近性優勢。另一方面,在1950年代知識產業概念提出之時,農工等傳統產業也逐漸出現衰退的警訊,兩者出現此消彼長的情勢。自此各地都開始萌生將上述兩者結合,意即發展將知識產業群聚的策略。以台灣而言,在1950~60年代曾透過加工製造業為主的出口實現驚人的經濟成長。然而,由於勞動成本上升和去工業化浪潮,1980年決定設立新竹科學園區,可視為將原以勞力密集的產業轉型為知識技術密集發展之開端。此後南部科學園區、中部科學園區相繼成立,三大園區也都積極擴張出數個衛星園區;近年來,各縣市的加工出口區也紛紛轉變為產業園區,並與部分工業區均積極朝升級轉型的目標邁進,足見國家發展在產業經濟活動上日漸趨向此種知識產業群聚的模式。
然而,部分國外研究發現,這類政策可能會導致在地其他產業比例受到壓縮而因此離開或倒閉;而在地的產業結構就此以知識產業為主,其職缺對相關學歷和技能的要求,可能導致不符條件者持續處於失業狀態。另一方面,房地產活動導致的價格上漲也增加了生活成本。於是在地以弱勢族群為首的部分居民因上述影響而流離失所,取而代之的是外來科技工作者和中產階級。台灣如先前所述已將各類科學園區、產業園區視為產業活動發展主軸策略下,目前卻無此類研究來探討周邊地區是否也受到類似的影響,或另有其他負面衝擊。
爰此,本研究欲分析我國竹科、南科兩園區周邊的仕紳化程度,並透過解析園區發展對周邊影響來嘗試辨認其發生脈絡是否屬於產業導向的仕紳化。研究方法包含觀察仕紳化指標變化量、製作仕紳化地圖、相關性檢定等量化方法,以及訪談和田野調查等質性方法。範圍分別選定新竹市東區、新竹縣之竹東鎮和寶山鄉為竹科周邊地區,與台南市新市區、善化區、安定區為南科周邊地區;時間向度針對量化部分,以竹科設立至今之西元1980至2020年期間,檢視研究地區不同時期之變化。研究發現從各量化方法所代表的數個仕紳化指標之觀測下,兩園區周邊確實都展現高度變化量,不過變化的趨勢有所不同;再探究園區發展對於周邊的影響,現階段幾乎沒有出現產業導向的特性,但發展的不均和對在地的衝擊可能隨時間被放大,須注意相關情況以避免產業導向的仕紳化在未來成真。希望相關成果能作為我國科學園區未來策略之參考,在發展知識產業群聚策略的同時也妥善評估可能引發的問題並研擬因應對策,促進經濟成長之餘兼顧在地的永續發展。
With technological advancements and increasing international exchanges, scholars have been delving deeper into the over-century-old concept of industrial clustering. Concurrently, traditional industries have seen a decline as the concept of the knowledge industry emerges. In Taiwan, the 1950s-60s saw impressive economic growth through export processing. However, with rising labor costs and deindustrialization, the Hsinchu Science Park was established in 1980, followed by Southern and Central Science Parks, demonstrating the nation’s shift towards knowledge industry clustering.
However, some international studies have found that such policies can displace local residents, especially vulnerable groups, replacing them with incoming tech workers and the middle class. Taiwan, having made science parks a key industrial strategy, lacks research on whether surrounding areas are similarly affected.
This study aims to analyze the gentrification levels around Hsinchu and Tainan Science Parks, determining if it is industry-driven gentrification through quantitative and qualitative methods. The study areas include Hsinchu City's East District, Hsinchu County's Zhudong Township and Baoshan Township for Hsinchu Science Park, and Tainan City's Xinshi District, Shanhua District, and Anding District for Tainan Science Park.
Findings indicate significant changes in several gentrification indicators around both parks, though the trends differ. Further analysis of the parks' impact on surrounding areas shows no industry-driven characteristics at this stage, but uneven development and environmental impacts were detected, requiring management to prevent worsening. These findings aim to inform future strategies for Taiwan’s science parks, promoting economic growth while ensuring sustainable local development.
