根據國家發展委員會推估人口高齡化時程,台灣2025年65歲以上老年人占總人口比例將達到20%,意指台灣將步入「超高齡社會」。交通部道安會統計,2022年全國高齡者(65歲以上)發生交通事故30日內死亡人數為1,277人,與10年前(2013年)相比成長38 %,亦即高齡者對於交通法規與安全防禦駕駛的認知不足,對於路況之汽機車危險感知度有下降之可能,甚至對個人身心理狀態恐有過於自信之疑慮。
交通部公路局近年大力推行民眾至駕訓班受訓機車學科及術科課程,其官方統計肇事與違規均有下降趨勢,顯示適當的駕駛教育訓練納入駕照考驗制度具有改善交通的實質效果。然而,高齡者換照目前僅有監理機關之「認知功能測驗」以及醫院「失智症檢測」,並無包含接受相關道路交通法規、安全駕駛教育或是汽機車駕駛訓練等學科及術科教育,對本年齡層族群自身以及整體交通系統風險之改善助益恐受到嚴峻限制,政府有必要在滿足國人「行」的需求,同時替國人把關不符合用路資格之民眾。
2024年01月01日施行的「道路交通安全基本法」,該法4大目標中的「監理」及「教育」,本研究深入分析國內外針對高齡駕駛者駕駛執照管理制度之現況法規規定,並納入駕駛教育、訓練機構、高齡者身心理健康及政府政策4大構面進行探討,發現現行高齡者駕照管理制度存在多項缺失,亟需大幅調整,始有可能改善上述高齡者族群及整體交通安全。本研究以層級分析法(AHP)制定專家問卷,邀請駕訓從業人員、醫療從業人員、大學教授、監理機關公務員、縣市府交通局公務員、高齡者社福機構等各領域之專家學者,針對本研究各層級要素給予權重,最終分析結果提出可行之建議及配套措施,可望在3-5年之短期內發揮助力,改善交通現況。
According to the National Development Council, the proportion of the elderly population (aged 65 and above) in Taiwan will reach 20% by 2025, indicating that Taiwan will enter a "super-aged society." According to statistics from the Road Safety Committee, 1,277 elderly drivers died within 30 days of traffic accidents in 2022, marking a 38% increase compared to 10 years ago (2013). This suggests that the elderly may have an insufficient understanding of traffic regulations and defensive driving, a reduced ability to perceive danger from vehicles on the road, and potentially overconfidence in their physical and mental states.
In recent years, the Highway Bureau has actively promoted courses for scooter training, both classroom instruction and driving skills training at the driving school. Official statistics show a downward trend in accidents and violations, indicating that incorporating appropriate driver education and training into the licensing system has a tangible effect on improving traffic safety. However, for elderly license renewal, there are only certified documents of cognitive function tests or dementia screenings by hospitals, not including relevant road traffic regulations, safety driving education, or practical driving skills training. This limitation severely restricts the potential for improving the risks associated with this age group and the overall traffic system.
The "Basic Law of Road Traffic Safety," implemented on January 1, 2024, aims at four major goals, including supervision and education. This study deeply analyzes the current regulations on the license management system for elderly drivers domestically and abroad. It incorporates four major aspects: driving education, training institutions, physical and mental health of the elderly, and government policy. The study found multiple deficiencies in the current elderly driver's license management system that urgently need significant adjustment to improve traffic safety for the elderly and the general population. Using the Analytic Hierarchy Process (AHP), this study designed an expert questionnaire and invited professionals from various fields, including driving instructors, medical personnel, university professors, motor vehicles office civil servants, transportation bureau civil servants, and senior welfare institutions to weigh the elements of each level. The final analysis results provide feasible recommendations and supporting measures, which are expected to make a short-term impact and improve the current traffic situation.
