我國的社會住宅旨在提供國民居住空間，並透過社會福利服務導入和社區營造等措施，以促進社會住宅中的居民及周邊鄰里維持日常生活並建立良好的社會關係。然而，社會住宅推動時常面臨許多群體的挑戰，例如強調社會住宅是否自償或強調透過以租金補貼的方式取代由政府興建社會住宅等。然而，這些群體卻忽略社會住宅興辦對於都市社會中可能帶來哪些難以量化的社會價值，例如社會凝聚力、公平的居住機會及公民社會型塑等。
為有系統的指認上述價值，本文以社會性基礎設施（Social Infrastructure）理論概念為分析框架，作為探討社會住宅的興辦如何構成社會資本發展的實體條件。研究主要從分析社會住宅的空間規劃、設計和社區經營方式如何促進社會網絡形成，以及培育社會住宅地點的夥伴關係；接著探討上述夥伴關係如何持續滾動，在維持社會住宅空間，使社會互動及社會資本持續發展的同時，發展出新的夥伴關係。
本研究採多個案研究，以臺中市的三處社會住宅為研究場域，研究對象包括社會住宅居民、社會住宅之主管單位及委託單位等。承襲研究提問，本研究透過文件分析法（Document Analysis）檢視了臺中市的社會住宅政策、空間規劃策略和社區管理模式，並透過半結構式的深度訪談社會住宅中住戶、社會福利機構和商業店鋪以蒐集建構社會網絡所需之資料，並透過觀察法紀錄社會住宅中日常生活的實際情形，並交叉分析各權益關係人之社會互動及社會資本發展情形。
本文旨在辨識社會住宅中的社會互動模式和社會資本形成過程，並探討此類互動與促進基於場所的夥伴關係形成及社會住宅永續營運之間的關係。透過比較社會住宅的空間規劃、設計和社區管理方法，本文從社會性基礎設施的角度進行系統分析，評估了前述因子如何促進或限制社會住宅中社會網絡發展，並探討了這個過程中遇到的挑戰。研究成果不僅能深化社會住宅研究對於社宅空間規劃與場所營運對社會資本形構影響的理解，並能在實務上提供改善社會住宅的場地設計和社區管理之建議，以更好地體現社會住宅做為社會基礎設施的角色，為未來臺灣社會住宅政策修訂提供參考。

Social housing aims to provide living spaces while fostering social relations through welfare and community initiatives. However, current debates often overemphasize financial self-sufficiency or rent subsidies, overlooking crucial social values such as social cohesion and housing equity.
To systematically identify these values, this study uses the concept of “Social Infrastructure” as an analytical framework. It explores how the development of social housing creates the physical conditions for social capital to grow. This study primarily examines how site planning strategies and community management of social housing promote the formation of social networks and foster partnerships at these locations. It then examines how these partnerships continue to evolve, maintaining the space to support ongoing social interaction and social capital while developing new partnerships.
This study adopts a multiple-case study approach, focusing on three social housing sites in Taichung City. The research subjects include social housing residents, governing authorities, and social housing facilities. In line with the research questions, this study uses document analysis to review Taichung's social housing policies, site planning strategies, and community management models. It also uses semi-structured in-depth interviews with residents, social welfare organizations, and commercial shops to collect data needed for building social networks. Additionally, the observation method was used to record daily life in social housing, followed by a cross-analysis of social interactions and the development of social capital among various stakeholders.
This study aims to identify the social interaction patterns and processes of social capital formation in social housing. It also explores the relationship between these interactions, the formation of place-based partnerships, and the sustainable operation of social housing. By comparing site planning strategies and community management methods, this study provides a systematic analysis from a social infrastructure perspective. It evaluates how these factors promote or limit the development of social networks and discusses the challenges faced in this process. The results not only deepen the understanding of how social housing site planning strategies and community management affect social capital formation but also offer practical suggestions for improving site design and community management. This will better reflect the role of social housing as social infrastructure and serve as a reference for future revisions to social housing policy in Taiwan.
