由於近年海岸濕地興起觀光活動，本研究針對臺南七股濕地保育政策進行研究，探索其政策成效。從濕地保育政策在政策形成、政策規劃、政策執行等三個層面切入，梳理檢視保育認同度以及利害關係人滿意度，共有15位受訪者，包括公部門、民間保育團體、當地居民與遊客等四種訪談對象進行深度訪談。本研究有四點發現，第一、黑面琵鷺觀光與濕地資源保育存有隱憂，第二、濕地環境基礎調査研究之不足，第三、濕地保育政策執行困境，第四、居民生計與生態保育難以平衡；而在研究發現中得知，再生能源政策對於濕地生態系統的衝擊，未有長久實證，仍有諸多疑問。其次，七股濕地漁電共生施行對當地濕地生態調查有欠周延。此外，濕地管理因為缺乏橫向聯繫的管理平台，讓濕地保育工作沒有整合效率，形同虛設。另外，七股地區近期開始發展漁電共生計畫，對於黑面琵鷺生態旅遊或在地養殖戶漁獲量影響為何，相關的管理單位應該儘速提出管理規範，以免對濕地環境造成不可回復的傷害。最後，整理本研究得到之研究發現，歸納出四點建議，第一、政府應整合資源投入黑面琵鷺觀光與濕地保育，第二、根基於社區的保育，第三、持續推動濕地保護之教育宣導，第四、納入在地居民聲音；此外濕地保育政策應納入公民行動於濕地生態操作試驗中，創造多贏模式，俾勾勒社區生態旅遊榮景。

The increasing activities of coastal tourism might cause damages of wetland. The purpose of this study is to explore the effectiveness of Wetland Conservation Policy at Chiku District of Tainan City. Three policy making stages, including policy formulation, planning, and implementation were examined. Conservation recognition and policy stakeholder satisfaction were two items of policy effectiveness. In-depth interview was conducted in this study. 15 Interviewees included related government bureaucrats, environmentalists, residents, and tourists. There were 4 main research findings. Firstly, there were difficulties of balancing Black-faced Spoonbill tourism with wetland conservation. Secondly, there were insufficient studies on the foundation investigation of the wetland environment. Thirdly, there were plights while implementing wetland conservation policies. Fourthly, there was dilemma between residents' livelihood and ecological conservation. For example, there were problems of Taiwan’s energy policy on wetland ecosystems. There was not enough environmental impact assessment while implementing solar energy at Chiku wetland. In addition, there was no communication platform for wetland conservation. Furthermore, recently, Chiku district began to develop the project for Solar Sharing. There was little regulation on solar energy development in terms of wetland policy. There were four suggestions based on the research findings. Firstly, government bureaucrats should initiate policies of balancing Black-faced Spoonbill tourism and the wetland conservation tourism and wetland conservation. Secondly, local residents should have related training. Thirdly, wetland protection should be promoted through education and policy marketing. Fourthly, local residents’ voice should be incorporated into wetland conservation policy. Sustainability including tourism and conservation is expected.
