「地方永續發展」已成為21世紀都市及區域規劃工作上重要的基本目標,為了促進地方永續發展,歐洲委員會即在其「地方永續行動計畫」中,特別要求規劃師應在市區內規劃建立一個綠色開放空間網,彼此間並用綠色廊道來連結。但以目前都會區域發展的情況來看,土地多已發展為都市用地,難以找尋大量且適當之未發展土地來劃設都會區域的綠道系統。因此,實務上,新設之綠道系統可能多必須與其他既有或計畫道路系統共用,無法單純只依傳統綠道設置之單一目標來全新規劃,而必須考慮改採多目標共用廊道之觀點來評估劃設綠道系統。因此,本研究除嘗試生態保育、休閒遊憩及交通運輸等多目標的角度來發展個別綠道評估劃設方法外,期使個別綠道共構後之多目標綠道系統,更能發揮計畫加乘之效果。
本研究以景觀生態學為基礎,首先經由相關文獻回顧,研擬都會區綠資源及多目標綠道系統之評估因子項目和準則,以作為建立評估架構之依據。其次利用地理資訊系統建立空間、屬性資料庫等,作為分析之基礎,以疊圖法及情境分析法等,探討生態保育性、休閒遊憩性、交通運輸性及多目標等四種劇本之多目標綠道系統劃設之結果,給予決策者規劃時視環境背景及需求等自行調整的彈性。
本研究以台中都會區為實證研究對象,研究結果顯示:
1. 綠資源價值結果方面得知,由空間分布發現離核心發展地區越遠之土地則具較高的綠資源價值,越靠近者則越低,且破碎化之程度也相對提高。
2. 依據多目標的使用衍生出生態保育性、休閒遊憩性、交通運輸性及多目標等四種網絡結構,生態保育劇本中共選取26條路段,休閒遊憩劇本中共選取32條路段,交通運輸劇本共選取24條路段,多目標劇本則選取28條路段。
3. 在路段的評選部分,在台中市區內以文心路、文心南路、雙十路、健行路、林森路、台12線 (台中港路)、育才北路、永春東路、英才路等九條,和台中縣的台63線、台3線、台17線、台1線、台10線、中86、台1乙、台12線及國土景觀道路等省縣道共同構成台中都會區的多目標綠道系統。並且都市地區的道路較非都市地區具發展成多目標綠道的潛能。
“ Local Sustainability Development” has already become 21 centuries, the city and district planning work up theimportant and basic target. For promoting local sustainability development, the European committee is in “Local Sustainability Development project”, requesting to the planner particularly should build up a green open space nets inside the downtown, each other also link with the green corridors.
But currently the condition of the metropolis area development to see, the land has almost already developed, and is hard to search a great deal of and appropriate undeveloped land to design a greenways system of the metropolis area.
Therefore, on the actual situation, a greenways system that establish lately is probably many have to with current or the project roads system uses totally, can’t pure to only depend on single target of a constitution to come to all-new programming, and have to consider to change to adopt multi-purpose to use the standpoint to evaluate and design a greenways system.
So, this research is in addition to trying the ecosystem conservation, recreation and transportation etc. It takes the view ecology as the foundation, looking back through the related research and papers first, drawing up green resource in metropolis and multi-purpose greenways system evaluation factors and standards, to be the basis of the establishment valuation structure. Make use of the GIS establishment database, be the foundation of analysis, to fold the map overlaps and scenario analysis method etc., study four kinds results of ecosystem conservation, recreation, transportation and multi-purpose greenways system to give decision maker planning the flexibility that sees the environment background and need.
This research takes the metropolis in Taichung as the substantial evidence the research object, studying the result manifestation:
1. The worth result aspect of the green resource knows, distributes to find by the space more far in region of leaving the core development then has the higher and green resource value, closing to more low, and the degree that fall in pieces to turn is also opposite to raise.
2. According to four kinds networks structure of ecosystem conservation, recreation, transportation and multi-purpose. The ecosystem conservation scenario selects 26 the road segment, the recreation scenario selects 32 the road segment, the transportation scenario selects 24 the road segment, the multi-purpose scenario selects 28 the road segment.
3. Judge and decide the part in the road segment, in the downtown of Taichung with ten roads, and there has nine roads in the Taichung county, are common to constitute multi-purpose greenways system in Taichung metropolis region. And to compare with the potential of greenways that the non-city region has the development multi-purpose greenways system.
