藉由跨域合作集結公、私部門進行治理以提高競爭力，無非是全球化、競爭下的產物。當中主要的目的是希望以跨域合作的方式凝聚力量並解決因行政區範圍、管轄權不同、公部門財政緊縮所引發的無法由單一行動者解決之跨域問題。然而，要進行合作時必須要考量的面向也非常廣，否則將存在許多模糊地帶，使得合作無法順利進行。因為，合作並不是理所當然就會發生或產生預期之結果，當中需要界定許多問題，諸如：誰來合作、如何合作…等，才有助於合作的實現、產生綜效（synergy）。所以，合作必須由公、私部門共同建立一套治理機制，並隨著面臨之各種議題考量到組織形態、權力掌握程度、財務來源、規範是否具約束力以及政策協調等層面，方能使治理機制運作。

高高屏地區（高雄市、高雄縣及屏東縣），除了本身內部的跨域問題，如：空氣污染、水質改善與交通建設之外，也同時面臨全球化的競爭。高高屏三縣市早已意識到許多問題單憑一己之力是無法完全解決，必須經由三縣市政府共同討論、協調、合作。高高屏在民國八十八年就開始進行「高高屏首長暨主管會報」，作為一個跨域協調之平台。經過八年的合作後，發現合作方式仍有改善之空間。因此，本研究之目的在根據文獻的歸納提出跨域合作治理機制的改善原則，並透訪談以瞭解「高高屏首長暨主管會報」之治理機制之現況與問題，提出未來高高屏跨域合作治理機制之改善方向。

高高屏之跨域合作由三縣市自發性地展開，但卻由於財務、權力的缺乏與當今法令制度之不完備，使得高高屏在跨域合作在執行上產生許多問題，如：無法實際掌握資金的使用、與中央政府之政策協調不良、無權責進行計畫之監督與評估、首長之政黨一致為前提才能合作…等。在比較不同之跨域合作治理機制之成本與可能達到之成果之後，本研究建議高高屏三縣市可以現有之合作為基礎，邁向協力合作並設立一個跨域合作組織，以增加高高屏在跨域合作上之能力。中央政府應以財務為誘因鼓勵跨域合作的發展，修改法令以利跨域合作之進行。地方政府與私部門、非政府組織應共同擬定未來之願景與計畫，加以執行並加強計畫的評估與監督。地方政府、私部門、志願團體與中央政府亦應相互引導與充分協調，共同致力於解決跨域問題。

In the globalisation era, the goal of enhancing the competitiveness by gathering public and private sectors is to solve the inter-jurisdictional problems such as the bureaucracy, fiscal issues, etc. In order to produce the “synergy”, the governance mechanism of collaboration must have to be planned properly. Otherwise it could be failed. The type of organisation, the authority, and the funding stream are all crucial elements.

Governments of Kaohsiung City, Kaohsiung County and Pingtung County (KKP) have taken regional cooperation seriously and therefore initiated the ‘KKP senior officer summit’ from 1999 in light of strengthening competitiveness and balancing the north and south development gap in Taiwan. But a reform for current governance arrangement is still needed. This thesis intends to identify the problems of KKP and to raise principles for the mechanism for collaboration within the KKP area.

The cooperation among Kaohsiung City, Kaohsiung County and Pingtong County commenced indigenously. However, the lack of fiscal and legal power as well as the incapacity of legislation has been problematic during the course of implementation. Problems refer to , for instance, the understatement of mandating the utilisation of monetary funds, asymmetries in policy co-ordination with central Government and the under-legitimacy to perform programme monitoring and evaluation.

On the basis of the comparison among differential governance mechanisms for collaboration, this thesis proposes the three local governments to enhance the strength of cooperation and establish an organisation on top of existing institutional arrangement in order to increase the capacity of cooperation. Central Government shall provide financial incentives to encourage cooperation and amend legislation to enable the materialization of cooperation. Local governments, the private sector and non-governmental organisations shall work in conjunction in the production, delivery, monitoring and evaluation of visionary regional development plans. Finally, local governments, the private sector and voluntary groups along with Central Government shall lead each other to enhance the co-ordination among four parties.
