  • 近年來,我國道路交通事故死亡與受傷人數持續受到社會高度關注,其中學生交通安全教育為建立安全用路文化的重要基礎。我國近年推動交通法規的修正以及深化交通安全教育的扎根,希望透過五階段的交通安全教育,來為校園教育扎根交通安全。因此,本研究以屏東縣國民中學為研究場域,透過教師的實務經驗,探討交通安全教育的推動現況、影響因素及執行困境。
    本研究以屏東縣國民中學為範圍,透過深度訪談教師了解目前交通安全教育在國中階段的實施現況以及執行觀點,並運用主題分析法進行資料分析,同時以生態系統理論作為討論架構,探討交通安全教育在不同環境系統間的互動關係。
    研究結果顯示,目前國中交通安全教育已建立相關政策及教材制度,但交通安全教育課程模組於教學現場的實際使用率仍不高,教師普遍認為教材需配合地方交通環境及學生需求調整,且教師專業知能與研習機制仍有精進空間。受限於國中課程安排、升學壓力及校園多元議題競合,交通安全教育多以融入課程及宣導方式實施,易產生邊緣化現象。此外,研究發現家庭交通文化及家長身教對學生交通安全觀念與行為的影響更甚於校園教育,而現行交通安全評鑑制度雖有助於政策推動,但評鑑亦增加學校行政負擔。整體而言,交通安全教育之推動除仰賴政府政策支持外,仍須兼顧地方差異、教師教學需求及家庭教育等多重因素,方能提升教育政策之落實成效。

    Traffic safety education is fundamental to developing students' safe road-use behaviors. In recent years, Taiwan has strengthened traffic safety policies and promoted the Five-stage Traffic Safety Education Curriculum Modules to enhance traffic safety education in schools. This study explored the current implementation of traffic safety education, the influencing factors, and the challenges encountered in junior high schools in Pingtung County.
    A qualitative research approach was adopted. Data were collected through in-depth interviews with junior high school teachers and analyzed using thematic analysis. Bronfenbrenner's Ecological Systems Theory was employed as the analytical framework to examine the interactions among different environmental systems affecting traffic safety education.
    The results showed that although related policies and curriculum resources have been established, the curriculum modules are not widely adopted in classroom teaching. Teachers considered that the teaching materials should be adapted to local traffic environments and students' needs, while teacher professional development and training opportunities require further improvement. In addition, traffic safety education is constrained by curriculum schedules and academic pressure, resulting in its implementation mainly through integrated instruction and promotional activities. Family traffic culture and parental role modeling were found to have a greater influence on students' traffic safety behaviors than school education, while the current evaluation system also increases schools' administrative workload. Overall, the effective implementation of traffic safety education requires government support while taking local contexts, teachers' instructional needs, and family education into consideration.
