隨著時代的變遷，在國民普遍對生活品質要求的提高及環保意識的抬頭等因素，工業區的設立已並非絕對是一項利多於弊的產業政策或開發行為。而本研究係針對由中央主導開發的工業區，其開發成本（工程成本、公共服務負擔增量等）及開發後所帶來的效益（土地營收及財政稅賦效果等），以「地方財政」收支平衡的觀點切入，進行財務平衡的開發投資評估。經由建立財務收支模式與進行實證案例的財務評估後，進一步對工業區開發之整體財務、中央政府財政、地方政府財政及工業區本身收支等四個面向進行投資效益之評估，以及敏感度分析。最後，針對實證研究結果研提改善之建議。

　　Things have changed with the passage of time, the citizens in Taiwan require that the living quality be upgraded and the environment needs to be protected. In any case the establishment of industrial parks definitely is not an advantage , rather it has become a disvantage. This research is based on the industrial parks which were dominated by the central government. From the perspective of local government fiscal balance, the development cost (construction cost, the increased number of public service, etc) and the return following the development (land revenue and fiscal benefits). This research evaluated the financial balance and the return of the investment. Then, set up a financial model and concrete evidence of financial evaluation, which went further into the overall finance, the central government fiscal matters, the local government fiscal matters and the proceeds and expenses of industrial parks, this research evaluated the investment return from these four aspects and analyzed the variables. Finally, as the result of study and concrete evidence, this research offered some suggestions for correcting the problems.
