在數位參與時代,參與式平台被應用在各領域,網路與地理空間技術結合民眾 參與也成為新趨勢。對規劃過程中民眾參與以及應用數位工具於決策討論的重視提 高,為專業者與民眾在規劃過程凝聚共識。應用數位工具與參與式平台於規劃過程 中,成為民眾與專業者共享資訊與討論交流的空間。特別是注重地方知識與多元詮 釋的參與式遺產,強調透過數位化保存遺產資料,並提供在地社群分享地方經驗的 管道,促進數位遺產概念以及參與式遺產規劃平台的建置。
臺灣近來對民眾參與及文化遺產的重視提高,促成文化部將原為地方倡議的湯 姆生馬雅各之路,正名為臺灣多元文化路徑,納為國家五大文化路徑之一。該路徑 大部分為無形文化遺產,因此在路徑規劃上,特別關注於當地文化脈絡、在地故事 與常民經驗。深厚的文化底蘊及強烈的地方行動力,集結了在地知識和專業知識, 一同促進該路徑的遺產規劃,回應了參與式遺產的精神,以及對數位平台的需求。
文化路徑之規劃建構倚重於在地居民生活經驗與專業學術知識的結合、各式資 料的保存,以及使其能提供各方使用者後續加值應用的介面,凸顯平台在協助遺產 規劃之重要性。但過往參與式平台多以設計者的角度設計,缺乏對參與者的考量, 容易導致無法回應使用者的需求,對平台可用性產生影響。故本研究欲了解參與式 遺產規劃平台是否能協助權益關係人參與遺產規劃過程,促進知識的積累與在地應 用。並藉由地方倡議發起之臺灣多元族群文化路徑為研究對象,透過參與式行動研 究與設計思考流程,討論參與式遺產規劃中,參與者面臨的需求與難題。
透過分析權益關係人,確定目標使用者,並將參與者依規劃過程中的定位區分 四種使用者角色,分別為推動者、驗證者、中介者和貢獻者,對應不同的行為能力 與目標。從使用者角色分類參與者的需求,將需求分成功能、內容及介面面向,對 應四種使用者角色的需求。通過使用者角色的人物誌建立平台原型。經由符合使用 者角色的對象實際測試平台後,依照測試結果修正平台原型。透過使用者體驗設計 方法,分析參與者在參與式遺產規劃的使用者角色下,平台設計回應使用者的需求 的方式,及平台如何協助參與者在規劃過程中的參與行動。
本研究最後提出結合使用者需求思維的參與式遺產規劃平台原型,研究過程所 採用之方法與架構,可作為參與式遺產規劃平台之設計框架。經使用者實際測試結 果表明,以使用者體驗元素設計的平台原型,能被使用者認同,且可透過平台協助 使用者在文化遺產的研究發展及觀光推廣面向的應用,在參與式規劃的各階段,結 合數位參與形式協助遺產的跨域協作。
Recently, digital participation and the use of geospatial technology have become a new trend. The utilization of participatory platforms gradually appeared in the planning process. Especially the planning of the Cultural path relies on the combination of residents' experience in their life and professional knowledge. It provides users with an interface for adding value to heritage data and planning information, highlighting the importance of digital platforms in assisting heritage planning. In particular, participatory heritage, which focuses on local knowledge and multiple interpretations, emphasizes the preservation of heritage data through digitization and provides a channel for sharing local experiences, which promotes the concept of digital heritage and the use of participatory platforms. However, the participatory media were mainly designed from the designers' perspective, without consideration for users, which could easily lead to failure to respond to users' needs and affect the platform's usability. This article aims to understand the roles of stakeholders when they participate in participatory heritage planning, and the needs of the stakeholders for the participatory heritage planning platform, as well as to discuss whether a participatory heritage planning platform can assist stakeholders in the heritage planning process and facilitate the application of knowledge.
We take the Taiwan Multi-ethnic Cultural Route as the case study. And using the methods of participatory action research and the design thinking process to discuss the needs and difficulties faced by participants in participatory heritage planning. We provide a participatory heritage planning platform design based on user needs. The user test result shows that the platform prototype designed with user experience design is usable and recognized by users. Users indicate that they can use platforms to assist in the research of cultural heritage and the application of cultural heritage in tourism planning and development. The methods and construction process used in the study can be used as a framework of participatory heritage planning platform design to provide a reference for future research on related topics.
