本研究旨在探討校園人權教育環境之現況，以得知校園人權教育環境之問題與影響因素。依據相關文獻，從校園人權認知、制度、行為面切入，並針對台南市國民中學學生、教師、行政主管、職工進行問卷調查。採分層隨機抽樣方式，抽取十一所學校，總計取得有效樣本為1605份，進行實證研究。調查所得資料以描述性統計、t檢定及單因子變異數分析法等統計方法，進行資料分析處理。

經由資料統計分析後，本研究獲致如下之結論：
1.因校園升學主義導向，致使人權教育環境不易形成。
2.人權知識與概念的欠缺，各主體人物對國際人權知識尤其貧乏。
3.校園人權資源不足，活動也過於形式化。
4.校園充斥違反人權的行為，包括體罰與不正常的教學。
5.不同區域學校有不同程度的人權表現，私立學校的表現普遍優於市立學校。

最後，並依據研究結論，對學生、教師、教育行政單位、學校及後續研究提出建議，以供參考。

The purpose of this thesis is to explore the human rights understanding and behavior of the students, teachers, and other staffs among junior high schools in Tainan. The paper is intended to find out the problems and the factors that affect Human Rights Education（HRE）on Campus. 1605 valid samples were selected through stratified random sampling. The research is designed by a quantitative method, and the analysis method includes descriptive statistics method, t-test and one-way ANOVA.

With the questionnaire survey, the conclusion of the thesis were as follows:
1.It is not easy to establish the environment of human rights education.
2.The majority lacked human rights knowledge and concepts, especially the conventions and articles of international human rights.
3.Human rights activities are too formalized and inadequate.
4.School campus is full of human rights violations, including corporal punishment, and irregular teaching and learning.
5.Different districts have different levels of performance in human rights protection. Especially, private schools perform better than the public schools.

Finally, some recommendations for students, teachers, education administration units and further study are suggested. It is hoping that the results of this paper can be a good reference for school to implement human rights education.
