鑑於全球老年化情形日趨嚴重,臺灣於2018年亦邁入高齡社會,為避免此一現象影響整體國家發展,故持續推動長期照顧服務計畫。本研究係探討臺灣長期照顧服務機構於臺南市開辦A級社區整合型服務中心之商業模式,應用Osterwalder與Pigneur(2010)提出之商業模式概念及九大要素模式作為基礎設計訪談問卷,以便利抽樣之方式選定三間目前在臺南市兩個行政區以上開辦A級社區整合型服務中心、且提供穩定及富有口碑之長期照顧服務機構作為研究對象,並以個案研究法進行深度個案訪談獲取初級資料。
經比較並歸納目前臺灣長期照顧服務機構於臺南市開辦A級社區整合型服務中心之商業模式,結果顯示價值主張皆以提供老年人高品質照顧服務為主、目標客群現由政府機關統一派案優先、在地深耕建立口碑為最佳通路、顧客關係有賴關懷互動維繫、營收模式以政府補助款配合支應為主、關鍵資源為本身既有生產要素及適任員工、關鍵活動為政府配套及多區開辦、關鍵夥伴為政府機關與B級服務單位、最後成本結構以人事成本為大宗。
未來開辦A級社區整合型服務中心之長期照顧服務機構可利用加強配合政府機關政策宣導及積極培訓專業人才以拓展服務個案數、於更多行政區開辦A級社區整合型服務中心,並建議政府機關制訂一套更為完善之配套,以免同行惡性競爭之情形加劇。
In view of the global issue of aging population, which is a growing problem, Taiwan also became a senior society in 2018, which means that the elderly population of the total population of Taiwan is over 14%. To avoid the phenomenon affecting our country development, the plan of long-term care is much more important.
The purpose of this paper is exploring the business model of Taiwan long-term care facilities that set up the community integrated care service units in Tainan. This paper applies the “Business Model Canvas” which conducted by Osterwalder & Pigneur in 2010 to design the interview questionnaires, and using the method of convenience sampling to choose three long-term care facilities as research objects for deeply case interview to get primary data.
The findings suggest that Taiwan long-term care facilities, set up the community integrated care service units, can closer cooperate with government agencies for policy advocacy and actively train more professionals. The increasing number of service cases and setting up more community integrated care units in different administrative district also can make positive influence. Furthermore, to avoid the virulent competition between long-term care facilities getting seriously, suggesting more comprehensive and feasible policies formulated for government is a good way.
