  • 1933年希特勒(Adolf Hitler)上台後,一心致力於打造自己心目中的理想世界,其所依據的藍圖就是納粹黨所大力宣傳的「新秩序」(Neuordnung)。然而儘管「新秩序」時常在納粹黨宣傳或政策中被引用,卻從未有真正系統的規劃,必須要透過對納粹黨的思想剖析,以及納粹德國對於佔領區或勢力影響所及的地區所推行的各種「重組政策」,方能一窺希特勒腦海中「新秩序」的樣貌。
    初期「新秩序」之建立關注的重點在歐洲地區,透過對於歐洲進行各種「重組政策」,來改造整個歐洲政治與經濟體系,其中,隨著戰爭的進行,納粹德國幾乎控制了所有的東歐地區,使東歐地區成為新秩序實踐最重要的地區。在諸多的新秩序政策之中,大致可以歸納為兩大重組政策:「經濟重組」和「政治重組」,其中「經濟重組」的政策是為了因應未來德國在戰爭中的經濟問題以及支持「新秩序」運作所需,而「政治重組」則是為了要鞏固新秩序體系,使之能長久發展,兩者都是以「大德意志帝國」(Großdeutsches Reich)的霸權為中心所建構起來。相較於「經濟重組」較為單純的經濟考量,「政治重組」則包含了納粹黨的三大政策方針:納粹黨的種族理論、生存空間論以及戰略上的考量,來作為其最高指導原則,也因此在「政治重組」之下,首先要解決的問題便是納粹黨的種族主張:亞利安人至上和猶太人問題,以此為核心推行「種族政策」來進行種族上的重組,如此新秩序的根基才能穩固,大德意志帝國才得以傳承到千秋萬世。
    雖然最終納粹德國在戰場上的失敗導致了新秩序尚未完全建立便已崩潰,但在建立新秩序過程中對於歐陸地區,尤其是猶太人與斯拉夫民族的滅絕與壓榨行動,仍為這些民族帶來無法抹滅的永恆傷痛,是人類歷史上罕見的殘酷暴行,生活在現代的我們必須將之當作必修的課題,並冀望不再重蹈覆轍。

    This thesis focuses on the discussion of “Neuordnung” or “New Order,” including its origin, how it worked and the results of it. In this article, the polocies of the “Neuordnung” would be divided into two main categories: Economical Reorganization and Political Reorganization, all of them were based on the interest of Großdeutsches Reich. Because of the huge military and diplomatic success in eastern europe before 1942, Hitler had a chance to make his dream come true, the polocies of Economical and Political Reorganization took place on the land belonging to Slavs, where was also a good place to carry out Nazi Party’s racial theories.
    Through observing these policies and official statistics, the effective of the “Neuordnung” can be commented preliminarily. Though the world of the “Neuordnung” has never been constructed completely, the racial policies under the “Neuordnung” were so cruel, and rarely seen in hisory. We have to learn our lesson from it and try not to repeat the same mistakes.
