在產業全球化的體系下，地方政府將直接面對『城市競爭』的壓力，而塑造
生產環境之競爭優勢將逐漸成為地方政府無法迴避的責任。地方政府在都市計畫
的作法上，或是都市發展型態的掌控上，是否有助於生產效率的提升，是值得探
討的課題。
本研究以台灣本島地區鄉鎮市行政轄區做為都市發展型態空間的分析單
元，針對這些空間單元中的個別製造業廠商進行生產函數之建構，用以檢定都市
化經濟、地方化經濟、知識經濟、區位可及性以及公共建設等都市發展型態變數
對製造業廠商產出的影響，進而闡釋究竟哪些都市計畫的控制變數是影響製造業
產值的重要變數。
本研究利用民國85 和90 年工商普查及各縣市統計要覽之橫斷面資料進行迴
歸檢定分析，其結果發現廠商的私人投入是影響產值最大的因素，此代表了台灣
製造業廠商之能力，主要還是停留在依靠自己本身投入來創造價值；至於地方化
經濟、公共投入和區位可及性之都市發展型態變數，對於廠商產值也有正面的影
響效果，然而在知識經濟變數對製造業廠商產值沒有顯著的影響效果。本文推論
現有製造業廠商區位分佈與知識環境缺乏有效結合，造成製造業廠商在生產過程
無法感受到知識環境的幫助，因此政府在從事規劃時需深入考量，除了提供有利
的製造業廠商生產環境之外，亦需注意學習與創新環境塑造的問題，使都市發展
型態有益於製造業廠商的生產。

The new trend of Globalization makes local authorities directly confront the
pressure of so called "urban competitiveness". Thus establishing a more competitive
productive environment will become an inevitable responsibility of the local
administrations. It is worthwhile to examine of whether or not the conducting of
urban form of a city will benefit to the productivity of manufacturers when
governments initiate their urban planning.
In this study, the econometrical approach of production function is adopted to
investigate the effects of urbanization economy, localization economy, knowledge
economy, locational accessibility, public infrastructure and other urban form variables
on the production value of manufacturers. The focus is on what kinds of controlling
factors are most vital to increase the production value of the manufacturers. Local
administrative districts in Taiwan Island are taken as basic spatial unit for analyzing
urban forms.
This study uses the cross-sectional data of the year 1996 and 2001, by the
regression analysis, the study results show that private input has the most impact on
the production value of manufacturers in Taiwan. What this mean is that the ability
of the Taiwan manufacturers are remaining in the state where individual investments
are still heavily depended on. As for localization economy, public investments and
locational accessibility do help to the production value positively, but knowledge
economy shows little impact on the production value of manufacturers. Our
research infers that the knowledge environment tends to be not well connected to
manufacturing firms, such that the manufacturers are unable to benefit from the urban
knowledge environment. Therefore, governments must take thorough consideration
in urban planning. It is not only to provide excellent urban forms, but also to
provide localized learning and innovative milieu for manufacturing firms that will be
beneficial to the production value of manufacturers and good for urban development.
