2019 為台灣地方創生元年，地方創生正式被台灣列為國家發展重要政
策。然進行地方創生的地區多為資源匱乏、人力外流或老化的偏鄉地區。故在
偏鄉進行產業發展則更需要妥善分配運用現行資源，加上新冠疫情的衝擊，使
的體質本就羸弱的新產業，在資源取得上顯得更加弱勢。
故本研究以台南市官田菱殼炭產業作為研究個案，藉由觀察由產官學所組
成的地方創生組織在當地發展的菱殼炭產業，以疫情為研究時點，了解其在產
業經營過程中對於資源項目的盤點、尋找及運用，以及因產業發展所建立的多
元關係人口，觀察是否有效使人力和資源進駐以彌補當地人口外流及勞動力老
化現象，同時探討三者在地方創生中所扮演的角色及互動，了解目前第一線地
方創生政策實際執行時所面臨的困境，提出相關策略與建議，以協助地方創生
產業之經營，乃本研究之研究目的。
本研究以地方資源管理模型為研究架構，延伸出三種不同的資源面向盤點
其地方創生資源及運用情形，並探討該產業在經營管理上所面臨的問題，以及
現今的地方創生政策在實際執行上的缺陷與難處。並以新冠疫情疫情作為研究
時點，藉由質性訪談和商品相關的量化數據觀察菱殼炭產業的經營變化，及在
期間該產業與政府互動關係，了解各自在地方創生中所扮演的角色及功能。
本研究從研究結果中發現政府在地方創生政策中的輔助性功能薄弱，並有
著資源預算分配不均及模糊等問題；而菱殼炭產業的發展確實有助於帶動人口
流動於當地創造經濟效益，然在經營上因資金及人力不足難以策略性的佈署線
上營利管道，使得疫情爆發期間面臨嚴重經營危機。故本研究根據研究發現鍾
得出的結論進行經營策略及政策執行上的建議，並期待未來能以預算及更多面
向來追蹤後期發展成果。

Taking the COVID-19 epidemic as the research time point, this study takes an
inventory of the local resources and their utilization of the water chestnut
charcoal industry in Guantian District, Tainan City, and understands the
problems in local creation policies through its development process. This study
uses the three resource orientations derived from the local resource management
model as the design of qualitative interview questions, and uses descriptive
statistical quantitative data as an aid to explore the current development status
and actual difficulties faced by the industry in the post-epidemic era. The results
of this study show that the government's auxiliary functions, whether in terms of
policy or implementation, are weak, making it difficult to implement the local
creation policy. The industry also has operational problems due to lack of
resources, especially the business crisis caused by the slow deployment of
online marketing during the epidemic. Therefore, this study puts forward
relevant policy and operation suggestions for the above-mentioned problems for
reference.
