永續發展策略的潮流中,環保議題所提倡的節能再利用觀念,影響了整個供應鏈體系,因而發展出綠色供應鏈。近年來廢電子電機設備指令(WEEE)與電子電機設備中危害物質禁用指令(RoHS)的實行,使得台灣電子電機產業需增加產品環保規格之要求。台灣中小企業為電子電機產業生產大宗,在環境法令壓力下,需具備更多優勢才能從激烈競爭中勝出。而品質管理的應用更為提升競爭力的工具,可強化企業改善流程與提升績效。由於綠色供應鏈與品質管理對於中小企業成長扮演著不可或缺之角色。然而並非所有品管活動與綠色供應鏈實務都可提升企業績效。因此,探討綠色供應鏈、品質管理活動、環境法規與企業環境績效之關係實為相當重要的課題。
為達到上述研究目的,本研究蒐集綠色供應鏈管理、環境法令規範、品質管理活動與環境績效相關之文獻。歸納出綠色供應鏈之評估構面與環境績效衡量指標。依據文獻探討之結果設計問卷後,針對中小型電子電機企業發放與回收問卷,並將資料予以整理與統計分析。
研究結果顯示(1)綠色供應鏈管理與環境績效具正向關係;(2)推動品質管理活動對於實行綠色供應鏈管理無顯著關聯性;(3)企業推動品質管理活動與環境績效具有正向影響性;(4)環境法規對於企業採行綠色供應鏈管理具有正向關係。根據此研究結果,管理者可藉由品質管理活動與綠色供應鏈管理之執行,使其能有效反映於企業之環境績效。企業面臨環境法規與風潮的壓力下,應注重發展綠色供應鏈之環境管理活動與環境品質管理系統之投資,藉由此基礎使企業有能力有效地執行環境策略以提升競爭力。
In the trend of sustainable development strategies, the concept of reusing energy has influenced the whole supply chain. As a result, green supply chain has been developed. Recently, implementations of WEEE and RoHS have caused the electrical and electronic industry of Taiwan to tighten the requirements of environmental regulations. In Taiwan, electrical and electronic industry occupies a major portion in SMEs and they are under the pressure of environmental regulations. Therefore, they have to be equipped with competitive advantages to succeed in fierce competition. In addition, application of quality management is a tool to boost competitiveness, i.e. enhancing process and performance of enterprises. In fact, green supply chain and quality management have positive impact on the growth of SMEs. However, not all quality management and green supply chain affairs influence performance of enterprises positively. Therefore, the relationship among green supply chain, quality management, environmental regulations and environmental performance of enterprises is an imperative issue to be investigated.
In order to meet research objectives mentioned above, this research gathers references about green supply chain management, environmental regulation, quality management activities and environmental performance. Based on the reference, evaluation domains of green supply chain and environmental performance evaluation index are derived. Besides, questionnaires are designed based on the reference as well. Theses questionnaires are then distributed to SMEs of electrical and electronic enterprises and statistical analysis is carried out for the statistics.
Research results have shown that: (1) There is positive relationship between green supply chain management and environmental performance, (2) There is no positive correlation between the implementation of quality management activities and the implementation of green supply chain, (3) There is positive correlations between quality management activities and environmental performance, (4) Environmental regulations influence green supply chain management positively. In accordance with the research results, it can be concluded that the implementation of quality management activities and green supply chain management can enhance the environmental performance of enterprises. Under the pressure to follow the trend of environmental regulations, investment on the development of environmental management activities and environmental quality management system on the green supply chain should be emphasized. As a result, enterprises can carry out environmental strategies to boost competitiveness effectively.
