都市棲地泛指都市中野生動植物生長的地方，對保存都市的生物多樣性具有重大意義。它具有生態、休閒、遊憩、教育等多項功能，有別於傳統以人類為思考中心的公園綠地系統。
　　近年英國推動都市棲地保育與營造工作不餘遺力，除保護棲地與營造人工棲地，也透過地方生物多樣性的行動計畫改善棲地品質。推動重要棲地保護系統，並透過系統化方式評選都市中自然保育地點(SNCI)，納入規劃體系加以保護。
　　因為英國的規劃體系充份考量自然保育重要，包括各種與都市棲地保育與營造相關的政策。所以本研究在都市棲地基礎理論回顧基礎上，大量參考英國都市棲地保育與營造經驗，包括都市自然保育歷程、保育體系、規劃體系、保育與規劃體系結合、都市棲地調查與評估體系、及各公私部門角色。
　　進一步，以倫敦與劍橋兩城市案例為補充說明。而在台灣經驗研究方面，雖有推動都市自然保育個案，但因為自然保育與空間規劃體系未能充分整合，難以彰顯成效。於是，在既有體制架構下，本研究將提供台灣推動都市棲地保育與營造之相關建議。

　　Urban habitats are places in towns and cities for wild animals and plants to live and grow. There are many functions within urban habitats, including ecology, leisure, recreation, and education, which are different the traditional human-centered green land system with thinking. They are important to the conservation of urban biodiversity.
　　The English people make great efforts on the conservation and creation of urban habitats recently. Not only protect the natural habitats and create new habitats, they but also improve the quality of habitats in terms of local biodiversity action plan. They promote the protection system for important habitats, and systematically select the “Sites of Nature Conservation Importance (SNCI)” into the planning system.
　　The planning system in the England takes more consideration on natural conservation. Base on the basic theoretical review on urban habitats, the research takes great references on the English experiences, such as the process and the system of urban natural conservation, the planning system, the combination between conservation and planning, the evaluation system, and the public and private roles.
　　Furthermore, take the cases of London and Cambridge city as supplements to the empirical research in Taiwan. Although there are some cases to promote urban natural conservation, the performance is not so well for the lack of integration between urban natural conservation and planning system. This research will provide suggestions toward the urban habitats conservation and creation in Taiwan.
