近年來環保意識的抬頭，由於傳統車輛燃料燃燒完後，會排放出大量的廢氣，對環境會造成相當程度的傷害，而傳統汽車又是高度倚賴石油的工具，加上石油價格年年上漲等因素，使得電動車成為政府的另外一種新的選擇。隨著佐科威政府上任後，藉由政策的介入來改變過去國內汽車產業的生產方式，對國內傳統汽車產業轉型有一定程度推力，使得國內的製造業充滿更多的機會。
本論文使用質化研究，透過二手文獻資料分析，研究過去及現在印尼的政經發展模式，討論政策對於印尼汽車產業的影響，包括政府、市場、和社會三者間的關係變化，然後進行歸納和分析，了解目前印尼所推動電動車政策之現況，和政府在當中扮演的角色與定位，間接明白政策變化因素，得出未來印尼產業轉型之關鍵優勢和劣勢，並提供結論和給予建議。
本研究共有三點發現，一、在政府方面：發現印尼的電動車政策，受限於國會中政黨、宗教和軍方勢力的牽制，使得電動車政策沒有明確規範，加上電動車價格不確定性，造成民眾與廠商無所適從；二、市場方面：近年來政府積極投資基礎建設，訂定許多優惠措施來使電動車充電普及化，但是由於資金不充足，仍需仰賴國外資金來投資，但是由於權力下放和法律的不足，使得各地官員可以利用自由裁量權，製造繁文縟節官方程序，來讓特定人士受益，造成貪腐嚴重，彼此也缺乏穩定的合作方法，使得電動車成效不彰；三、社會方面：各國的政策推行力道也與電動車輛普及率有所關聯，印尼長期不重視補貼政策所帶來的問題，執政者又擅於能源價格長期補貼等方式討好選民，干預能源的消費造成價格偏低，造成能源價格扭曲，無法反映真實成本。雖然任內有進行燃料補貼改革，但由於2019年總統大選在即，迫使佐科威政府無法將預算補貼於電動車政策，反而擴大燃料補貼來討好民眾，使得印尼政府背負著嚴重財政赤字，以求勝選。

In theory, the national development process is a relationship among government, market, and society. This paper studies the relationship between the political and economic development of Indonesian electric vehicles, and analyzes the government, market and society through literature review. The interaction and cooperation model of the three will help to know the role and positioning of the government, indirectly understand the changes in its policies, and the key trends and disadvantages of Indonesia's transformation of the industry in the future, and provide conclusions and recommendations.
